OIC CAREER OPPORTUNITY

The Office of the Insurance Commissioner (OIC) Fiscal Unit is seeking a motivated and qualified individual to fill a Fiscal Analyst 3 position.  This position is assigned to the Operations Division, located in our Tumwater office.

This position has primary responsibilities for supervision of fiscal staff in the development, assembly, reporting, monitoring and maintenance of agency accounts payable, cash receipts and procurement functions. Under the direction of the Management Analyst, this position is vital in ensuring the agency successfully implements enterprise and agency wide initiatives, which are required for agency integration into the statewide finance and procurement systems.

This is a Washington General Service position. The salary annual range for this position is $51,384 - $69,072.

The duties of the position include, but are not limited to:

  • Supervise, plan, direct and review the work of assigned fiscal staff performing the accounts payable, cash receipts, and procurement functions of the agency.

  • Assist with the planning and implementation of long-range fiscal projects, including developing and monitoring business processes and procedures for fiscal staff.

  • State and Federal disclosure reporting and other year-end activities.

  • Business process Subject Matter Expert (SME) for the OneWA Workday system. Assist the Management Analyst to identify and plan business process changes required to achieve the long-term goal of implementing all aspects of the statewide finance and procurement systems. Research existing business processes, form recommendations, coordinate, and assist with the implementation of the necessary business processes. Continuously monitor processes and recommend process improvements.

  • Subject Matter Expert (SME) for agency ORCA system Revenue Module. Assist the Management Analyst to identify and plan business process and system changes required to address changes in tax law, National Association of Insurance Commissioners (NAIC) annual reporting requirements, and other fiscal related system changes.

  • Maintain and monitor the agency non-tax related accounts receivable.

  • Records coordinator for Fiscal department.

  • Primary back-up for budget status reporting.

Required Education and Experience:

  • Bachelor's degree* which includes 18 quarter or 12 semester hours of accounting, auditing, or budgeting and two years of experience in financial administration such as preparing deposits, administering accounts payable or receivable, processing purchase orders or making payment on invoices.   Additional professional experience may substitute for education on a year for year basis, except for the credit hours.

OR

One year as a Fiscal Analyst 2.

AND

  • Intermediate Microsoft Word skills; able to create, save, preview and print a basic document; edit and change appearance of selected text, format paragraphs; use page setup and auto-correct.

  • Intermediate Microsoft Excel skills; able to create basic worksheets and formulas; use basic functions; modify and format a worksheet; print workbooks.

  • Intermediate Microsoft Outlook skills; able to compose email messages; send and respond to messages; organize email to folders; create contact information; schedules appointments and meetings.

A Master's degree* in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.

  • If a degree or other credentials are listed, proof will be required prior to employment. University degrees must be recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA) or foreign equivalent. If a degree was awarded outside the United States, candidates must provide a credential evaluation report.

Preferred/Desired

  • Accounting experience working in a Washington State agency fiscal office.

  • One year of supervisory experience.

  • Experience working in the Agency Financial Reporting System (AFRS).

  • Experience working in the Travel Expense Management System (TEMS).

  • Experience working in the Treasury Management System (TM$).

  • Experience developing purchasing, procurements and/or contract documents.

  • Ability to use a 10-key calculator and/or adding machine.
