Schedule:  Monday-Friday, 8am-5pm.  After completion of probationary period (1 year), this position may be eligible for telework up to two (2) days per week.

What you will do:

You will perform routine transactions related mostly to accounts payable; maintains vendor accounts and records; enter fiscal transactions in general ledgers, compile and prepare periodic fiscal statements and reports for assigned departments and as directed by CFO.  You will provide training to staff as needed in the appropriate steps and practices related to purchase requests made via agency WebPortal as well as add/remove users in as needed.  You will train and provide guidance to staff on purchasing policies (P-card, PR Purchases) and general ledger coding for purchases. And, as needed, you will provide backup and support to other Fiscal staff.  You will get to interact with internal and external customers and vendors on a daily basis and is expected to represent the agency in those interactions.

The Museum traditionally serves more than 80,000 annually, including more than 15,000 K-12 school children visiting the museum on a field trip.  We also welcome more than 10,000 visitors free of charge each year through a variety of access programs.

Our Heritage Capital Projects grant program distributes up to $10M per biennium to fund public access to history through museum facilities and historic preservation projects across the state.  Our popular public history magazine COLUMBIA is enjoyed by readers of all ages. What you will enjoy doing includes:

  • Perform variety of accounting activities through the state's accounting system and agency accounting system, with the focus being on out-going funds

  • Monitor, review, and audit the accounting/fiscal aspects of contracts to ensure contractual fiscal compliance

  • Oversee and perform monthly budget vs actual reports for assigned departments, evaluate and provide feedback as needed for departments to stay on budget or recommend budget updates at ½ year review

  • Analyze payables that are contested or complicated, financial contracts, and pre- and post-audit billings and payments to find and resolve issues, and to ensure accuracy and compliance with all related state and federal requirements as well as agency unique policies

  • Review documentation, including capital grants, to determine amounts owed by the agency, creating journal vouchers and invoices, and contacts vendors or clients to explain issues. Examine for accuracy the monthly expenditures, subsidiary and control accounts, collections, and other interrelated financial accounts

  • Perform accounting activities through AFRS (Agency Financial Reporting System) and FENXT (Financial Edge), ER (Enterprise Reporting), TM$ (Treasury Management System), Excel,  Word, Outlook and other programs

  • Monitor, review, and audit the accounting/fiscal aspects of contracts to ensure contractual fiscal compliance

  • Prepare comprehensive narrative statements supporting complex financial reports

  • Coordinate the tagging and entering of assets into the state's asset system as they are purchased and placed in use

  • Coordinate agency-wide inventory every two years

  • Schedule inventory activity with managers, set time-lines to give staff appropriate time to perform the inventory of items under their department.  Provide managers with Inventory Sheet in Excel format, filtered as to the last known location/department

  • Post inventory:

  • Update locations as needed in state asset system

  • Prepare lost/stolen report on items staff are not able to locate

  • Dispose of lost/stolen items in state asset system

  • Maintain inventory records for future audits

REQUIRED:

Bachelor's degree which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting

AND

Two years of relevant professional experience,

OR

Master's degree in Financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience,

OR

A total of six years of equivalent education and experience which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting

  • Knowledge of theory and practice of accounting; principles of cost accounting; demonstrated proficiency in AFRS and Excel.

  • Ability to apply and adapt established accounting methods to a variety of accounting transactions; to assemble, analyze and prepare reports and statements of complex financial data; train and to lead employees of lower classification.

PREFERRED:

  • At least two (2) years of experience as a Fiscal Analyst 3 with an agency of the State of Washington or equivalent experience in a private or non-profit organization.

  • Knowledge of WorkDay and Financial Edge NXT
