The Opportunity

WSDOT's Accounting and Financial Services (AFS) Division is currently seeking a fiscal professional to fill a Fiscal Analyst 2 vacancy located in Olympia, WA. Under the general direction of the Payroll Assistant Manager of Payments & Deductions, the success candidate will be responsible for ensuring the department complies with payroll related State and Federal reporting requirements. In this role, you will serve as the primary contact for payroll taxes, ensuring all quarterly taxes are completed and paid in accordance with statue, regulations, and policies. The Fiscal Analyst 2 will process several types of payroll tax payments such as IRS 941, Unemployment, L&I, PFML, WA Care, and Manual Federal Tax Deposits. Our top candidate must possess exceptional customer service and organizational skills as this position interacts frequently with Payroll, AFS, and internal customers from HQ and across the regions.

What to Expect

Among the varied range of responsibilities held within this role, the Fiscal Analyst 2 will:

  • Analyze, reconcile, and process quarterly and annual tax payments within WSDOT system by payment voucher.

  • Review, analyze, and correct errors.

  • Have a high level of diligence of contacting parties of where errors occurred.

  • Review and key adjustments within WSDOT system.

  • Administer payroll functions for Special Wage Adjustments for Ferries, new hires, and appointment changes.

  • Provide backup and support as needed.

  • Review and verify petty cash checks have processed.

  • Perform special projects and other duties as assigned as part of the Payroll team.

Qualifications

To be considered for this opportunity, the following are required:

  • 18 quarter/12 semester credits in Accounting (additional experience may substitute for accounting credits).

  • Two (2) years of experience in financial field (additional education may substitute for experience).

  • Knowledge and ability to perform financial review and analysis of payroll fiscal data in accordance with federal and state regulations pertaining to assigned payroll functions.

  • Ability to communicate effectively orally and in writing.

  • Ability to research applicable state laws, policies, Collective Bargaining Agreements, and procedures related to areas of responsibility.

  • Skilled in organizing and prioritizing daily tasks and switching between multiple tasks daily.

  • Skilled in basic functions of Microsoft Excel and Work software programs.

  • Skilled in reconciling multiple reports and or electronic systems.

  • Attend work during regularly assigned hours at assigned worksite.

It is preferred that qualified candidates also have:

  • An associate's degree.

  • Professional payroll or Human Resources experience.

  • Knowledge of department policies and procedures pertaining to assigned payroll functions and Collective Bargaining Agreements.

  • Ability to operate within mainframe computer systems and inquire/update payroll data in an automated payroll system.

  • Experience in HRMS, WSDOT DOTtime, and WSDOT TRAINS systems.

  •  In addition to the salary range listed, a general wage increase of 3% will be applied for all state employees on July 1, 2024.

  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
