Salary: $3,477.00 - $4,632.00 Monthly

The salary range listed includes a general wage increase of 3% for all state employees effective July 1, 2024.

Are you motivated by complexity? Do you have a keen eye for the finer details? The Department of Natural Resources (DNR) is looking for a driven individual to join its team as a Fiscal Analyst 1 (FA1) position in the Southeast Region.

Under the direction of the Region Fiscal Analyst 4, this position provides analysis and assists the FA2s in the following areas: Accounts Payable (including Travel), Payroll, Accounts Receivable, analysis & other fiscal operations as directed. This position interprets and explains fiscal report findings to leaders in management as well as other supervisors and employees. This position also acts as a backup to the Fiscal Analyst 2 and must understand complex Benefits databases, rules, and regulations, and must be able to interpret and explain to human resources, managers, and other employees how employee choices impact the benefits database system, which then affects the employees' external use of their benefits. This includes PEBB, Metlife, and DRS benefits and associated systems.Responsibilities:

  • Analyze and reconcile the semi-monthly payroll information for approximately 200 permanent and part-time employees

  • Prepare and analyze semi-monthly leave reports to identify employees requiring additional regular and overtime pay adjustments, which require complex, detailed calculations and analysis of payroll records.

  • Maintains and monitors the payroll systems, HRMS, MyPortal, Pay1 & NTAR; Reconciles, Monitors, Analyzes, and corrects discrepancies between employee payroll inputs from documents (Time & Activity Reports, fire OF288s, schedule changes, benefits, etc.) & reports.

  • Analyze, interpret, and apply complex Civil Service Rules and DNR policies and procedures concerning regular pay, overtime, part-time, and exempt employees; overtime-eligible and non-eligible employees; employee benefits to ensure accuracy and compliance with State and Federal requirements, and Collective Bargaining Unit Agreements Resolves discrepancies, provides direction & guidance to and with region management &/or employee supervisors as well as region staff.

  • Process benefits in the PAY1 system. Analyze and interpret benefit forms for accuracy and completion. Works with HCA to resolve issues with benefits. Explaining benefits

to employees. Assist employees with questions and issues regarding benefits.

  • Uses independent judgment to resolve problems related to accounts payable & travel documentation received from internal & external customers. Reviews, analyzes, and interprets agency accounting and financial records and reports generated in Datamart and FES. Develop or recommend procedures to improve fiscal operations to Fiscal Analyst 4 and the Region Operations Management team.

  • Ensure accurate application of payments, internal controls, and resolving complex application issues for all funds received in the SE Region. Monitor, review, and resolve discrepancies discovered using NaturE, SAAM, OFM, and Agency policies, procedures, and guidelines.

  • Prepare and analyze semi-monthly leave reports to identify employees requiring additional regular and overtime pay adjustments, which require complex, detailed calculations and analysis of payroll records.

Required Qualifications: 

  • 15 college credit hours of accounting AND one year of professional clerical, fiscal, or accounting experience;

OR an equivalent combination of experience and education.

  • Experience with basic computer applications (such as Microsoft Outlook and Excel).

  • Experience setting priorities to meet work deadlines and produce results.

  • Experience compiling financial analysis reports.

  • Experience performing accurate work using knowledge of general accounting practices.

  • Experience with Payroll and Accounts Payable.

  • Proficiency in using a ten-key calculator.

  • Experience with providing superior customer service.

Special Requirements and Conditions of Employment:

  • This position is in an office setting at the Southeast Region Office in Ellensburg WA.

  • Travel for this position is minimal. Travel could be for training or meetings outside the region or participation in fire suppression activities.

Desired Qualifications:

  • Demonstrated aptitude to learn business computer software systems.

  • Ability to set priorities to meet work deadlines and produce results.

  • Two years of full-time equivalent experience performing Accounts Payable, Accounts Receivable, and Payroll to include regular use of accounting-related software such as Excel, Microsoft Outlook, and Word.

  • Ability to communicate effectively with both oral and written communication (active listening and questioning).

  • Experience with government fiscal operations.

  • Experience using SAP software such as NaturE or HRMS.
