Summary

The Field Communications Supervisor/Radio Fleet Supervisor (TCII-FC) will supervise the Charlotte Fire Communications Field Communications team personnel and assets. Supervise the radio fleet (mobiles, portables, accessories, and programming) for the Charlotte Fire Department (CFD). Primary internal POC & Liaison for technology needs of the Divisions (CAD, Phone, Radio, Everbridge, Public Safety I&T). Primary internal POC & Liaison for TF-3 USAR Team, CFD Special Operations, Charlotte Mecklenburg Emergency Management Office (CMEMO) ESF-2 Leader, UASI Regional Communications Committee as well as the North Carolina Emergency Management (NCEM) ESF-2 team.

Major Duties and Responsibilities

Supervise the Fire Communications Field Communication Team. o Manage team training. o Manage team apparatus including maintenance and apparatus check offs. o Manage inventory of all team tools and supplies and in conjunction with the TF-3 assets assigned within the Field Communications Team. o Maintain position task books for Field Comm team members. Develop and deliver training as it relates to MOU and Mutual Aid agreements with surrounding agencies.

Develop and deliver training to different levels of members within ALARM as it relates to Interoperability, tactical communications, and radio use. Work with state and local assets for communications interoperability. Maintain "on the floor" Telecommunicator level skills.

Coordinate deployments with the Division Operations Manager. Supervise the management (by influencing the Fire Communications Supervisory Staff) of the Charlotte Fire Department radio fleet. This includes coordination of programming, end of life cycles, repairs, and alias changes.

Other duties as assigned. WORKING ENVIRONMENT AND SCHEDULE: The Communications Division operates on a 24x7 365-day basis.

This position is an hourly, 40-hour work week schedule with flexible start and end times based on workload and job tasks. This position may be subject to extended work hours. This position is subject to long term deployment for natural disasters, emergencies or to support CFD, CMEMO, NCEM or FEMA.

Knowledge, Skills & Abilities

Considerable knowledge and operational experience of multi-channel radio and multi-line telephone systems. Considerable knowledge and operational experience with radio systems, field communications gear and tools, and Field Communications apparatus.

Superior organizational skills Ability to work under pressure with little Supervision to achieve a goal.

Ability to speak and write clearly and distinctly. Ability to think outside the box to meet a goal.

Ability to multi-task. Ability to be on call outside of normal working hours. Valid, NC Emergency Vehicle Driver Certification.

ICS 100, 200, 300, 400, 700, 800 Multi-year experience in Fire Communications. Working knowledge of all CFD Field Comms assets, including the setup, break down and tools on each. Partner with public safety communications, as well as the Fire Department Fleet Manager and is responsible for all radio quotes for purchase and replacement for the Fire Department.

NC Class B driver's license or the ability to obtain one within 180 days of appointment.

Possession of an FAA Part 107 Drone license; or ability to obtain one within 1 year of appointment. Certified and trained in radio programming to include the Motorola CPS, Kenwood and Wouxun radio families or the ability to obtain one within 18 months of appointment.

Possession of either a COML, COMT or ITSL credential; or the ability to obtain one within 18 months of appointment. ADA and Other Requirements: Positions in this class typically require grasping, talking, hearing, seeing, and repetitive motions.

Physical Requirements: Essential and marginal functions may require maintaining physical conditions necessary for sitting, and standing for extended periods of time. Light to moderate lifting and carrying; some crouching, stooping, squatting, crawling, reaching, pushing, and pulling when performing tasks.

Adequate vision, hearing, and speech required. Sensory Requirements: Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proofreading, data entry, and tabulating data.

Ability to operate in an environment with frequent interruptions from people and/or noises, which in return could result in some level of stress, fatigue, or strain. Comprehensive written information in work-related documents. Ability to hear, understand, and distinguish speech.

Working Conditions: Work is performed in an indoor environment with moderate exposure to atmospheric conditions, moderate exposure to environmental conditions and frequent exposure to computer screens, files, and phone.

Preferred Qualification

Communications, dispatch, or other public contact experience, or equivalent. Minimum of one (1) to two (2) years of experience within the Charlotte Fire Communications Division or possess comparable leadership experience external to the division.

Minimum Qualifications

High School Graduate or Equivalent and three years of relevant experience.
