SUMMARY

The primary purpose of the Fire Safety Project Manager position is to maintain compliance with local, state, and federal regulations and guidelines in the institutional environmental health and safety program. To impact construction, maintenance scope development, training of fire life safety systems and fire prevention programs.

JOB SPECIFIC COMPETENCIES

Project Management Provides professional knowledge and expertise to construction teams along with fire and life safety contractors regarding the design, installation and repair of fire and life safety systems and components.

A. Deficiencies are identified during required regulatory inspections

B. Malfunctions and/or incorrect operation/performance of equipment

a. Develop scope of work for repairs or deficiency resolution

1.Review NFPA code for compliance (verification of applicable code for resolution)

b. Obtain quotes for contracted vendors along with availability

C. Schedule and monitor work

a. Create and Submit Outage requests based on contractor availability paying attention to minimize business interruption (typically nights and weekends)

b. Schedule fire alarm/ fire sprinkler technicians with supervisor to ensure we have a tech on site with contractor

c. Assist/Prepare pre-construction risk assessment (PCRA for Interim Life Safety Measure (ILSM) action items during outage (include coordination with other departments and outside agencies such as fire department, UT System, UT police department, etc.)

d. Confirm completion of work with technician and contractor

e. Re-inspect and review documentation to "close the loop" on deficiencies

Training & Program Support Assists in the development of technical specifications, schematic design, deficiency resolution scope development along with training for employees in the form of ILSMs, classroom and hands-on, creating of construction documents related to fire and life safety systems including ILSM and IAQ. May also conduct fire drills, oversee the fire warden and fire extinguisher program, may provide project management support for replacement and repair of fire and life safety systems, interface with fire and life safety contracts related to the review of documentation associated with regulatory required testing of fire and life safety systems for accuracy, and overseeing regulatory documentation for review by outside accreditation entities.

C. Hands-on equipment (Fire alarm system, simulator, fire extinguisher simulator, medical gas valve simulator) procurement. D. Examples of training programs/projects:

  • Fire Warden Training Program

  • Regulatory Fire Drills (Training on fire plan)

  • Code Red (Activated Fire Alarm) Response Team Training

  • Coordination with Houston Fire Department, building tours and pre-planning

  • Divisional/Departmental Safety Fairs

Compliance Compiles data on building and system inspections regarding deficiencies and areas requiring improvement

Regulatory Inspection/Testing Compliance (Portable Fire Extinguishers, Fire Alarm Systems, Fire Sprinkler Systems, Special Fire Suppression Systems, Fire Alarm Auxiliary Devices)

A. Review schedule for regulatory compliance within completion timeframe windows

B. QA/QC of inspection reports for compliance with regulatory requirements of required information

C. Verification by follow-up inspection of deficient items for accuracy of code application

D. Compilation and management of documentation along with ability to present for regulatory review to State Fire Marshal and Joint Commission

E. Hot Work Permitting

F. Policy and Procedures review

G. Fire investigations

Bachelor's degree in Engineering, Fire Safety, Architectural Engineering or related field. Three years of project management/construction management experience. May substitute required education degree with additional years of equivalent experience on a one to one basis. Class A, B or C valid Texas driver's license depending on the type and weight of vehicle to be operated and number of passengers to be carried and good driving record as verified with the Texas Department of Transportation (TxDOT).
