Summary

Responsible for the operation and supervision of the Fire Marshal's Office. Coordinates the Tarrant County Arson Task Force, investigates fires within the County and assists incorporated cities with arson investigations, HazMat and explosive incidents, and domestic preparedness. Inspects all County and other buildings for fire code safety, administer and enforcement of the fire code, prepares arson cases for prosecution, provides recommendations regarding burn bans and fireworks, and conducts fire prevention training.

Essential Duties and Responsibilities

  • Coordinates and supervises the organization and operations of the Tarrant County Fire Marshal's Office, ensuring and providing fire, EMS, and arson investigation services for unincorporated areas within the County. Supervises the Fire Marshal's Office staff and related projects and activities.

  • Advises the County Administrator's Office and coordinates the process for burn ban declarations and limitations on the sale and use of certain types of fireworks based on weather information and drought conditions. Works closely with local and state officials to ensure a coordinated effort to provide for the safety of the citizens and property in the County.

  • Works in concert with rural, volunteer, and municipal fire departments, Fire Chiefs, Fire Marshals, EMS providers, and State and Federal Agencies to establish and maintain effective training, response and preparedness programs for arson, wildfires, weapons of mass destruction (WMD) issues, and large-scale incidents within the County. Works with County Emergency Management to coordinate county-wide response, external assistance and requested resources in the event of a major incident. Participates in the planning, conducting and evaluation of emergency drills and exercises as needed.

  • Coordinates with Tarrant County 9-1-1 District to ensure that all location addresses in the unincorporated areas of the County are assigned and routed to the correct fire and EMS services areas when a 9-1-1 call is dialed from that location.

  • Investigates fires for cause and origin in order to determine if arson has been committed. Gathers evidence and information for arrest and conviction of the suspect(s) responsible for arson. Testifies in court as an expert witness on findings.

  • Serves as coordinator for the Tarrant County Arson Task Force and participates in various HazMat, Explosive and Technical Rescue Teams in the County.

  • Develops, recommends, and administers the Fire Marshal's Office annual budget and forecasts funds needed for equipment, materials, supplies, and staffing. Monitors expenses, approves needed funds, and plans for budget purposes.

  • Manages and monitors grants related to fire service.

  • Inspects all County facilities as well as daycare centers, foster homes, schools and commercial businesses in the unincorporated areas for compliance with fire safety codes.

  • Works cooperatively with the County Emergency Management Coordinator and staff to ensure emergency response and preparedness in the County.

  • Makes presentations regarding Tarrant County's fire/EMS/arson programs as needed and requested.

  • Provides County input and assistance by serving on various public safety/fire/EMS/emergency management committees with local, regional, state, and federal Government entities and/or other public agencies to ensure coordinated preparedness and response efforts.

  • Performs all other related duties involved in the operation of the business as assigned or required.

Minimum Requirements

TO APPLY, must hold a Texas Commission on Fire Protection certification as a fire inspector, fire investigator, or arson investigator + Must have five years of experience in a full-time fire prevention position or ten years in a part-time fire prevention position at the time of appointment or attain the required years of experience within one year of the appointment.

TO APPLY,mustmeet anyother minimum requirement as addressed by the Texas Administrative Code Title 37, Section 449.201.

Must possess a valid Texas Drivers' License.

Must be certified by the Texas Commission on Fire Protection as Head of a Prevention Only Fire Department, within one year of appointment as the Tarrant County Fire Marshal.

The incumbent may not be directly or indirectly interested in the sale of fire-fighting equipment and may not be engaged in any type of fire insurance business.

Bachelor's degree or equivalent preferred.

Eight (8) years of increasingly responsible experience in fire service, EMS, emergency management and/or law enforcement preferred.

A valid and current Basic Texas Commission on Law Enforcement Peace Officer certification preferred.

NIM/ICS and Hazmat/WMD training and certification highly preferred.

Knowledge of operational fire services procedures, emergency response protocol and general services and activities of a fire/EMS response program preferred.

Knowledge of complex principles and practices of arson investigation preferred.

Knowledge of methods and techniques of emergency response as related to wildfires, multi-alarm fires, weather-related emergencies, utility/power outages, evacuations, hazardous materials/chemical spills, explosives safety and domestic terrorisms is essential preferred.

Knowledge of administration and enforcement of fire code preferred.

If hired, must provide proof of educational attainment

at New Hire Processing or during the promotional process.

Tarrant County will conduct background checks on new hires that will include a criminal background check related to convictions and deferred adjudications in the past seven years and may include credit reports, motor vehicle records, employment records and educational attainment. A conviction or deferred adjudication is not an automatic bar to employment. Each case is considered individually.

Physical Demands and Work Environment & Other Requirements

While performing the duties of this position, the incumbent is regularly required to sit, stand, walk, stoop, climb, lift, push, pull, and bend. While performing the duties of this position, the incumbent is regularly required to dig out structure fires, lift, pull and wale. Hazards include making arrests and a risk of smoke inhalation, chemicals, explosives, and electrical shocks. Eyesight with the ability to differentiate colors, sense of smell, good hearing and speaking voice required.
