The Fire Lieutenant provides management and supervision of a single fire company and all line personnel (volunteer and career) at a single station during a given shift. Coordinates personnel, training, special projects, and collateral duties with other Lieutenant assigned to the same shift.

Management and supervision include the day-to-day operation of assigned fire station and the equipment assigned to that station. Commands one company in a multi-company fire department on a 48/96-hour shift schedule as determined by the Deputy Chief of Operations. Provides all-hazards response supervision including fire scenes, emergency medical calls, hazardous material incidents, technical rescue calls, during an assigned shift.

Will serve in the capacity of incident commander (IC 1) at emergency incidents until relieved by a Chief officer. At emergency incident scenes, coordinates suppression and rescue companies unless relieved by a Chief Officer.

The Training Lieutenant assignment responsibilities include research, plans, and implements basic and advanced technical training programs including firefighting tactics and strategies, fire apparatus, hazardous materials, special operations, and EMS services. Ensures adherence to safe practices on the fire ground and at other emergency incidences.

Performs firefighting and EMS life support procedures in accordance with all state protocols, employee policies and standard operating guidelines. Assists with public fire safety education, fire prevention, administrative services and operations as needed.

All current Golden Fire Department Volunteer Firefighters shall acknowledge that failure to successfully satisfy pre-offer and post-offer selection process requirements, which address suitability and physical requirements, or otherwise reveal disqualifying factors, may impact eligibility for continued volunteer appointment.

JOB SUMMARY

Fire Lieutenant

Manages and supervises station and incident operations according to the department's Standard Operating Guidelines/Procedures, and other related documents (memorandums, directives, etc.) issued by the fire department and the City of Golden's personnel rules and policies.

Ensures that all assigned shift personnel are delegated specific station duties and/or support duties and that they are carrying out these assignments during the shift.

Completes personnel management-related written documentation as required.

Completes, maintains, and archives station/company-related documentation such as incident reports, training reports, accident reports, etc. through an approved records management program.

Ensures assigned personnel have the resources needed to complete their jobs safely.

Monitors overall work performance and work quality of assigned personnel (station details and emergency response) for efficiency, effectiveness, and safety.

Conducts formal and informal counseling sessions with subordinates to correct work deficiencies and develop firefighter skills through an effective shift training program.

Trains all personnel in proper procedures and protocol to use during emergency incidents.

Ensures all assigned personnel are familiar with and garner support for the policies, rules, and standard operating guidelines of the department.

At the scene of a fire or other emergency incident, works with a fire crew and fire crews supervised by other company officers to effectively accomplish a specific assignment safely.

Mediates or reconciles differences between or among other crew members, other members of the department, and/or the general public.

Conduct inspections of assigned personnel, equipment, and facilities.

Manages the maintenance and upkeep of assigned apparatus, tools, and equipment.

Conducts basic fire inspections or re-inspections of businesses assigned by the Fire and Life Safety Division.

Manages, supervises, coordinates, and participates in special projects for the Fire Department as assigned.

Other related duties as assigned by the Fire Chief and/or the Deputy Chief of Operations.

Training Lieutenant Assignment

Serves as department representative to national, state, and local Fire Training Officer organizations.

Develops and implements department training plans including weekly, monthly, and annual training. Prepares necessary lesson plans for training sessions. Maintains a master training calendar.

Conducts, coordinates, and facilitates weekly training sessions according to the annual and monthly training calendar. Delivers cognitive and didactic training.

Trains personnel to levels at or above those required for certification by the department, State of Colorado, or other certification agencies or organizations. Coordinates certification of personnel in a variety of positions and functions.

Coordinates annual department certification courses such as Firefighter II and Driver Operator. In conjunction with the team leads and subject matter experts oversees and assists with the coordination of the driver operator, wildland, swift water, active shooter, and technical rescue training courses.

Acquires approval for use of facilities used for training purposes throughout the community and with other departments. Obtains trainers from outside and inside the department to teach various courses.

Works with St. Anthony's Hospital, contracted ALS transport provider, and the department EMS Coordinator to arrange EMS in-service training, regular EMS trainings, and advanced EMS training as required.

Coordinates training with automatic / mutual aid departments and other local agencies in conjunction with and in addition to the regular training schedule. Works with other departments, agencies, and organizations to plan, prepare, and conduct regional training or mock exercises to test operating systems and procedures.

Conducts make-up or extra training sessions on occasion for personnel outside of the regular weekly scheduled training sessions. Conducts skills evaluations as needed for members returning after a leave of absence.

Develops, recommends, and implements new operational procedures to improve the delivery and safety of emergency services throughout the department.

Manages the Lateral and Apprentice Firefighter Programs and the Acting Company Officer and Acting Engineer Programs.

Oversees recruitment, training, and retention of new volunteer firefighters. Oversees coordination of the Volunteer Fire Academy including firefighting, hazardous materials, special operations, and emergency medical training.

Effectively keeps records and prepares reports according to the rules, regulations, and procedures of the department. Manages the department training records management system. Manages the State training records and certification management system as the department representative.

Manages and coordinates the registration, attendance, and logistics for outside training opportunities, seminars, and conferences that members of the department may attend.

May function as a member of the Incident Command System at emergency incidents. Will be required to serve as a response/company officer/command officer when necessary.

Maintains a working knowledge of current standards, certification requirements, and requirements for emergency service personnel.

Assists with the preparation of the annual Department Budget. Manages the Training and Travel budget.

Other duties as assigned by the Battalion Chief

SUPERVISORY RESPONSIBILITIES

Fire Lieutenant

Supervises Engineer and Firefighters assigned to specific duty shift and station. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Training Lieutenant Assignment

Supervises fire department members in all aspects of the department training program including career employees and volunteers. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems.

QUALIFICATIONS

High school diploma or GED required. Associate's degree (A.A.) or equivalent from a two-year college or technical school in Fire Science, Fire Administration, Business Administration, or a related field preferred.

Minimum 4 years' experience as firefighter in a volunteer, combination, or career department. 2 years of experience as a company officer required. Must have strong supervision and organizational skills. Experience in project management, public speaking, recruitment, and coordination of volunteer personnel and activities highly desirable. Must be computer literate including a working knowledge of MS Office, including Excel and Outlook.

Ability to pass a job suitability assessment, background check, security requirements, and post-offer physical required for the position.

Training Lieutenant Assignment

All requirements listed above plus a minimum of 3 years' experience as a fire officer (5 years preferred) in a career or combination career/volunteer department. Bachelor's Degree preferred.

Experience as a fire service instructor or Training Officer preferred.

Experience working with supervising and training volunteer firefighters desirable.

CERTIFICATES, LICENSES, REGISTRATIONS

Valid Colorado driver's license and good driving record.

State Certified Firefighter II, and Hazardous Materials Operations by the State of Colorado or out of state equivalent by date of hire.

Provisional Driver/Operator-Pumper (passing grade of state-proctored practical exam) by date of hire.

State or Department certified Driver/Operator-Pumper within 6 months of hire.

State or Department Driver/Operator-Aerial or ability to obtain within one year.

State of Colorado Fire Instructor I or ability to obtain within 6 months.

State of Certified Fire Officer I by the State of Colorado or able to obtain within 18 months of employment.

Certification as an EMT or higher.

Blue Card Certification or ability to obtain within 6 months.

Red Card Certification (Annual) to include pack-test or ability to obtain within 6 months.

Training Lieutenant Assignment

All requirements listed above, plus:

Current State Certified Fire Instructor I by the State of Colorado or equivalent from another state.

Current State Certified Fire Officer I by the State of Colorado.

State Certified Live Fire Training Evolution Instructor

  • Fixed Facility required or the ability to obtain within 1 year.

Current State Certified Driver/Operator by the State of Colorado or equivalent from another state preferred.

State Certified Test Proctor for Firefighter, Driver/Operator and Hazmat preferred.

National Fire Academy Certificate(s) from the Training Programs Curriculum or other recognized and documented teacher/instructor training such as a State teaching certificate preferred.

KNOWLEDGE, SKILLS AND ABILITIES

Ability to collect, maintain, and disseminate relevant data in a timely fashion to report the Training Divisions status of projects, work assignments, work completed, and general or specific activities performed.

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

OTHER SKILLS AND ABILITIES

Ability to establish and maintain cooperative relationships with volunteer firefighters, department members, city employees, other agency members, and the public. Ability to provide dynamic and persuasive presentations to community groups and individuals.

Must possess excellent customer service skills with ability to deal with diverse populations. Must be able to perform the tasks necessary to drive, board, and operate the fire department vehicles. Must have advanced knowledge of and demonstrate the applications of principles and practices of up-to-date fire and emergency services practices and tasks. Must operate individually and as a member of a team to successfully complete assignments.

Ability to maintain knowledge, skills, and abilities through recurrent training to perform the tasks assigned as required by the Fire Chief.

MATERIALS & EQUIPMENT DIRECTLY USED

Equipment used directly includes all fire equipment, instructional equipment, and office equipment of the department. Materials directly used include incident command materials, safety materials, instructional materials, computer materials and other materials as determined necessary to train personnel to become or remain competent in a wide variety of activities and tasks associated with the delivery of fire services.

PHYSICAL DEMANDS

Must have the physical endurance and agility necessary to meet the demands of the job. Position requires standing, running, walking, sitting, kneeling, stooping/bending, lifting, squatting, pushing, pulling, crawling, jumping, sliding, climbing, pinching, gripping, digging, spraying, reaching over head, reaching away from body, and repetitive motion. Must be able to operate at higher elevations in relation to the ground and do so with mobility and flexibility without jeopardizing the safety of self or other members.

Ability to lift items in excess of 100 pounds occasionally and up to 60 pounds frequently.

Strenuous physical activity under extreme adverse conditions may be required periodically.
