POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION
The EMS Field Coordinator positionis an administrative position responsible for overseeing field operations and the delivery of emergency medical care by department Emergency Medical Services (EMS) personnel. Work involvesthe coordination of the Fire Department's continuing education program, the procurement and maintenance of EMS-related equipment, participation in community outreach programs, instruction at EMS-related public education events, and the monitoring of Fire Department compliance with medical protocols and techniques to ensure continued improvement in the quality of care.Employees in this class work under the direct supervision of the EMS Chief. This is a commissioned, safety-sensitive position.
The full salary range for this position is stated above. The City of Westminster has a Multilingual Stipend Program to encourage and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee's level of proficiency and usage.

JOB SPECIFIC FUNCTIONS
Essential Job Functions, Duties, Responsibilities and Tasks
1.Assist in planning, coordinating, and managing EMS Division operations:
Manage the inventory of EMS disposable supplies and equipment
Assist the EMS Chief in preparing the budget for the EMS Division
Assist with the ambulance purchase program by:
Coordinate and oversee the annual ambulance licensing inspections
Assist in preparing and submitting revisions to EMS policies and procedures as well as preparing additional directives or standard operating guidelines (SOGs) as needed
Attend and participate in local, regional, and national training workshops and seminars
Demonstrate initiative and enthusiasm for the overall quality management of the Department's EMS program
Remain dynamic in the academic component of pre-hospital medicine and be willing to share knowledge and skills with Paramedics and EMTs
Assist in the development of EMS on-boarding and promotional processes
Act as a liaison for EMS-related issues
Assume responsibility for EMS Division in the absence of the EMS Chief
2.Coordinate the EMS Division's training and development program:
Instruct, coordinate, and implement the continuing education and training program for department personnel
Maintain records and facilitate EMT-B, Paramedic recertification, as well as other required EMS certifications
Assist EMS instructors in planning, organizing, and developing EMS lesson plans for education classes
Update and maintain training aids necessary to support instructional programs
Oversee the EMS Field Internship program for new graduate paramedics
Conduct field ride-alongs with EMS providers, as needed
Make recommendations to the EMS Chief for field internship program completion
Recommend additional education as necessary for EMS personnel
3.Conduct quality management of emergency medical care:
Establish operational benchmarks, associated with patient care and treatments for routine review of EMS performance
Develop data reports in the records management system to monitor operational trends and performance
Regularly review patient care reports to ensure adequate documentation, quality patient charting, and compliance with emergency medical protocols
Review patient care reports to affirm compliance with Department policies and protocols
Encourage recognition and accolades to praise exemplary performance among the employee group
Handle complaints and other communications with citizens on EMS-related issues
Make recommendations for employee remediation as necessary to address identified performance issues
Maintain relationships with medical directorship staff, area hospitals, residential facilities, and other community stakeholders to uphold strong partnerships
4.Provide training and education through community outreach, to include:
Coordinate and supervise EMS operations during special events
Oversee the City's AED program
Oversee the Department's community CPR/First-aid program
Develop and implement new community outreach programs
Serve as an instructor during public education events, including CPR/First-aid, injury prevention, or other topics
Function as a spokesperson for Fire Department outreach programs and seek opportunities to build and expand them
5.Perform the required duties of a Paramedic:
This position is primarily responsible for administrative work, however, during community events, ride-alongs, and training exercises, incumbents may be required to perform the functions of a Paramedic, to include:
Respond to emergency situations; remove persons from danger and administer ALS and BLS care
Maintain logs and complete standard fire and EMS reports
Effectively use fire department radios through clear voice projections
Work with minimal supervision and demonstrate sound judgment and decision-making skills
6.Driving is essential to this position; must operate City vehicles in a safe manner; must have valid driver's license and safe driving record
7.Maintain regular and punctual attendance

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS

Required:
High school diploma or GED
Current State of Colorado Paramedic Certification
Advanced Cardiac Life Support (ACLS) Provider Certification
Pediatric Advanced Life Support (PALS) Provider Certification
ICS 700, ICS 800, ICS 100, ICS 200
CPR/BLS Instructor Certification
Minimum two (2) years of experience as a 911-response Paramedic with cumulative career EMS provider experience of five (5) years
Proficiency utilizing software and computer equipment relevant to the position
Maintain a valid driver's license and safe driving record throughout employment
The following certifications will be required after appointment, if not already possessed:
Advanced Cardiac Life Support (ACLS) Instructor Certification
Pediatric Advanced Life Support (PALS) Instructor Certification
Colorado State Fire Instructor I Certification OR Colorado State EMS Primary Instructor Certification
ICS 300
Any equivalent combination of education, training and experience, which would provide the required knowledge and skills, may be considered.
Physical Requirements
This position is physical in nature, requires a high level of fitness and involves:
Constant standing and walking on uneven terrain in various conditions to perform job functions; occasional squatting, bending and kneeling to perform functions at various sites
Frequent sitting to write reports and drive to and from locations
Frequent light grasp, hand manipulation and handling needed to use equipment; occasional firm grasp is needed to manipulate tools and training aids
Frequent stepping up/down to get in and out of vehicles; and frequently actuate mechanisms needed to safely operate vehicles and equipment
Frequent use of far acuity to detect hazards; constant use of near acuity to write reports and perform office tasks
Frequent lifting, carrying, pushing/pulling of up to 20 pounds to move material and supplies; occasional lifting, pushing/pulling of up to 50 pounds with dollies and carts
Frequent squatting, reaching above shoulder and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing and reaching below shoulder to store documents, material and supplies
Although this work is primarily administrative, the potential exists for this position to provide emergency services in emergency settings. Therefore, the physical requirements also require work to be performed in all-weather including catastrophic conditions such as high wind, tornados, blizzards, flooding, hail, etc. and in extreme weather conditions with temperatures below 32 degrees and in excess of 100 degrees for extended periods of time. Candidates must have the ability to use strength and quickness at all times.
Must demonstrate ability to meet the physical demands of the job to include:

WORKING CONDITIONS
The potential to work in hazardous surroundings exists at all times which includes a variety of physical conditions such as proximity to moving mechanical equipment, electrical currents, working on ladders or in high places, and hazardous materials. EMS Field Coordinators can be exposed to high noise levels and are often required to wear hearing protection during daily duties. Extreme atmospheric conditions may exist which can affect the respiratory system or skin. This includes exposure to gases, chemicals, fumes, mists, dusts, radiation and/or poor ventilation. This work requires varying degrees of physical responses from sedentary work to very heavy work due to the nature of unpredictable and unforeseeable events that characterize the fire service.
Required Materials and Equipment
Vehicles and equipment related to EMS care to include ambulances, cardiac monitors/defibrillators, compressed oxygen cylinders, mechanical suction units, pulse oximeters, capnography, spinal immobilization boards, KED devices, scoop stretchers, cervical immobilization collars, and ambulance prams. Equipment and supplies used to perform invasive and non-invasive BLS and ALS medical procedures. Office related equipment such as computers, printers, fax machines, pager, cell, and land telephones.
