Position Objectives:

This is highly responsible managerial work involving the overall administration of the Fire Department. Work involves responsibility for the overall operation of the department, including coordination of department activities with other public safety agencies and City departments. Work is performed under the administrative direction of the City Manager, who reviews work for effectiveness in meeting goals and objectives.

Duties and Responsibilities:

  • Establishes goals and objectives for the department, plans strategies for achieving goals and establishes operating policies and procedures.

  • Directs the activities of the department, plans and coordinates departmental activities. Directs the preparation and implementation of the departmental budget.

  • Responds to calls for fire service and directs activities at the fire scene of other emergency operation. Develops plans for emergency management, state fire code enforcement, including OSHA and code compliance, and departmental fire training for staff and volunteers.

  • Plans, organizes and conducts seminars, workshops and training sessions on safety, toxic and hazardous materials and physical agents.

  • Assists departments in identifying problems and implementing safety issues and procedures; receives, reviews and investigates Occupational Safety and Health (OSHA) reports of violations.

  • Performs assigned workplace inspections according to established OSHA and AKOSH procedures; holds meetings to advise managers and employees of program purposes and their rights and responsibilities; conducts walk-around inspections to identify and document employee exposures to hazards; holds closing conferences to review violations observed and clarify questions on issues; provides written reports of violations noted to appropriate agencies.

  • Performs industrial safety and hygiene evaluations relating to noise, ventilation, chemical and stress related tasks; determines personal protection devices to reduce hazards; manages the COB Respirator Program.

  • Monitors, evaluates and participates in the employee safety committee meetings; provides a resource for the committees; assists in increasing the quality of the safety committees at the City of Bethel.

  • Investigates work-related incidents; identifies trends; recommends improvements and monitors compliance; researches case files for repeat violations and case history.

  • Reviews accident investigations for proper corrective and/or preventative actions; recommends solutions for controlling accidents and injuries, as needed

  • Conducts operations and maintains work area/facility in compliance with OSHA safety standards;

  • Follows all City and Department policies and operating procedures and applicable federal and state laws

Minimum Requirements:

  • Knowledge of: principles and practices of accident prevention, loss control and industrial hygiene; OSHA and AOSHA regulations; principles of program management; principles of effective training; employee and public safety; health administration including safety and health education and training, accident investigation, record keeping, publicity and safety committee operation; rules, regulations, policies, procedures, precedents and terminology use in the safety and health field; Worker's Compensation; HazMat; HazCom; industrial hygiene procedures including air monitoring, noise monitoring and respirator fit testing; adult learning theory and principles; the principles and theory of safety issues.

  • Ability to: analyze complex issues and situations and propose viable solutions and courses of action; audit and evaluate safety programs; establish and maintain effective oral and written communication; produce clear, concise and easily understandable written materials; apply principles, knowledge and techniques to develop and administer city-wide safety programs;

  • Coordinate and motivate people on safety issues, including the safety committee, facility inspection, procedures, audits and inspections from state and federal agencies; network effectively with managers to promote safety training and development, and to identify training needs.

  • Skill in: teaching groups.

  • Ability to read and interpret regulations, citations, and official notices;

  • Ability to comprehend, and apply written office policies and procedures;

  • Ability to comprehend and apply oral and written instructions;

  • Ability to successfully communicate instructions to others, orally and in writing

  • Valid Alaska drivers license

Desirable Training and Experience:

  • Bachelors degree or 4 years of college study with major course work leading to a degree in fire science, engineering, or other job related courses;

  • 5 years of progressively responsible administrative and supervisory experience in fire service administration and/or emergency medical service required;

  • AFSC certified fire fighter and minimum EMT-Level 1 certification - State of Alaska or AFSC reciprocity granted equivalency from another state;

  • Extensive knowledge of the National Incident Management System and Incident Command System (must be documented in the resume/application);

  • Fire Service Instructor desired;

  • IFSAC certification required

Physical Demands: The employee must be able to continuously move about inside the workplaces, on and under equipment, and outdoors on surfaces of varying height and materials; frequently ascend/descend ladders and stairs; and frequently travel to various locations off-site.

Work Environment: The employee is regularly exposed to moving mechanical parts; high, precarious places and outside weather conditions. The employee is frequently exposed to wet and/or humid conditions; fumes or airborne particles; toxic or caustic chemicals; extreme cold; extreme heat; risk of electrical shock and vibration. The noise level in the work environment is occasionally loud.
