Description

The Dixon Fire Department is looking to fill a full-time vacancy for a Fire Captain and to establish an eligibility list for any future vacancies. This position coordinates and directs advanced firefighting activities, emergency medical aids, emergency rescue and other emergency and prevention activities, in protecting life and property; oversees subordinate personnel engaged in training, station and equipment maintenance; assists and participates in training programs; drives, operates and maintains all fire apparatus and equipment. Performs related work and other duties as required.

To be considered eligible for this hiring and eligibility list, you must meet the following criteria listed under Ideal Candidate.

SELECTION PROCESS: Apply immediately and include all required documents at the time application is submitted. Applications will be reviewed and screened, and the most qualified candidates will be invited to continue in the examination process.

EXAM PROCESS: A limited number of candidates whose applications indicate that they, among those competing, are better qualified in terms of related education, training and experience will be invited to participate in the following:

  • City of Dixon Fire Department Physical Agility Exam, if you do not possess a current, valid Cal-JAC CPAT Card issued within the last 12 months from date of application.

  • Assessment process consisting of:

Oral panel interview = 25 points

Fire Simulation exercise = 50 points

Administrative duties exercise = 25 points

The most qualified candidates from the assessment process will be placed on an employment eligibility list. The Fire Chief will make a final selection from candidates on the certified employment list.

EMPLOYMENT PROCESSING: Selected candidates will be required to successfully complete a Personal History Statement (PHS) review, personal background investigation, pre-employment medical, and drug test, an 18-month probationary period, and in accordance with Federal law, are to provide proof of identity and proof that they may legally work in the United States.

Failure of any component during the exam/employment process eliminates the candidate.

Veteran's Preference Points: Veteran's Preference points will be applied. A PDF copy of the DD214 form must be filed at the time of application.

KNOWLEDGE & ABILITIES:

Knowledge of the operation and maintenance of firefighting and rescue vehicles and equipment; of modern fire prevention and suppression methods, principles, practices and procedures; including hydraulics and fire behavior; first aid, CPR and other rescue procedures; of applicable State and Federal laws, departmental rules and regulations; the geography of the local area including location of hydrants and mains, and major traffic and fire hazards; of work hazards and safety precautions associated with the work; and of principles of supervision leadership and training.

Ability to understand and act in accordance with the department policies and rules; to demonstrate a high degree of mechanical aptitude as required in the operation and maintenance of firefighting and rescue equipment; to drive fire and rescue vehicles with care and safety in accordance with traffic laws and ordinances; to analyze situations and adopt effective courses of action; to think and act quickly and effectively in emergencies. Ability to keep simple records and prepare reports, to understand and carry out oral and written instructions.

EDUCATION:

Possess a High School Diploma or G.E.D equivalent. An Associate of Arts (A.A.) or Associate of Science (A.S.) college level coursework is desirable.

LICENSES, CERTIFIACTES, AND/OR OTHER REQUIREMENTS:

Age: The candidate shall be at least 18 years of age at the time of appointment.

Firefighter 2 Certificate: A valid Firefighter 2 Certificate obtained from the Office of the State Fire Marshal.

Other California Office of the State Fire Marshal (OSFM) Certificate(s):

Pre-2014 California State Fire Marshal Fire Officer Certification.

OR

California State Fire Marshal Company Officer Certification.

OR

All course work required to obtain the California State Fire Officer certificate:

  • Company Officer 2A: HR Management Course Plan

  • Company Officer 2B: General Administrative Functions Course Plan

  • Company Officer 2C: Fire Inspections and Investigation Course Plan

  • Company Officer 2D: All-Risk Command Operations Course Plan

  • Company Officer 2E: Wildland Incident Operations Course Plan

  • Instructor I: Instructional Methodology

Emergency Medical Technicians (EMTs): A valid California EMT-B or EMT-P certificate.

Cardiopulmonary Resuscitation (CPR): A valid CPR certificate.

California Department of Motor Vehicles (DMV): A valid Class C California Driver's License with firefighter endorsement (or higher) and a satisfactory driving record are conditions of initial and continued employment.

Benefits

This position is covered by the Dixon Professional Firefighters Association (DPFA) - Contract is due for negotiations in 2024, please note new contract will be effective July 2024.

CalPERS TIER DEFINITIONS - MOU INTERPRETATION OF CALPERS TIERS

CalPERS Annuitants will be limited to only 960 hours in a fiscal year and this position is full-time.

Future Salary COLAs: TBD - New contract will be effective 7/1/2024.

Retirement:

CalPERS Retirement System (3 % @ 55 formula for Classic CalPERS members and 2.7% @ 57 formula for new CalPERS members). The City does not participate in social security.

Medical:

CalPERS Medical Insurance Plans, including HMOs and PPOs. City gives an allowance toward the cost of insurance. Maximum Family Medical Benefit Allowance (2024): $1,859 per month.

Bilingual Pay: $100 per month upon certification.

Paramedic Incentive: 10% of base salary for those who have a valid Paramedic License.

Education Incentive:

  • Fire Technology or Fire Science Certificate - $60/month
  • AA/AS degree in Fire Science - $120/month
  • BA/BS degree - $180/month
  • "Fire Officer" certificate - $120/month
  • "Chief Fire Officer, Fire Mechanic, Fire Instructor, Fire Inspector, Fire Investigator, or Apparatus Driver/Operator" certificate - $120/month (If more than one certificate is achieved under this section, employee shall only receive the mas of $120/month)

Max educational incentive shall be $420/month.

Physical Fitness Incentive: $250.00 per month upon certification.
