The City of Fresno Fire Department is currently recruiting for Fire Battalion Chief. Under direction, incumbents manage the day-to-day operations of City fire companies and are assigned management of specific programs and/or administrative duties.

Immediate and future vacancies will be filled from this eligible list for a period of one (1) year from the date of promulgation. Pursuant to FMC Section 3-247, this list may be extended for up to an additional year.

The Requirements

Applicants must meet the minimum qualifications on or before the posted filing deadline to qualify for participation in the examination process and does not guarantee placement on the eligibility list:

Three (3) years of current and continuous service as a permanently appointed Fire Captain with the City of Fresno and graduation from an accredited college or university with a Bachelor's Degree. In order to be accredited, the accreditation must be received from the recognized list of accreditation associations of higher learning maintained by the U.S. Secretary of Education.

NOTE: Permanent Appointment means one who has been appointed from an eligible list and has satisfactorily completed the probationary period.

ICS 400 and Fresno Fire Department Acting Battalion Chief sign-offs (101.4 Acting Policy) required at time of application.

Possession of California State Fire Marshal (CSFM) Fire Officer or CSFM Company Officer course requirements (Company Officer 2A, 2B, 2C, 2D, 2E and Instructor 1). Two (2) years of related department experience may be substituted for each required CSFM class. Members who substitute experience for required classes must obtain the required certification within one (1) year of appointment. Applicants who possess the aforementioned certifications must attach to their online application.

Documentation verifying possession of a Bachelor's Degree and completion of ICS 400, CSFM Certification and Acting Battalion Chief sign-offs must be attached to your application. Applications lacking documentation may be rejected.

Additional Requirements

Employees originally hired on and after December 1, 1990 will not smoke or use any tobacco product on duty. Employees shall sign an agreement acknowledging that they have read and understood these requirements. Said understanding will be maintained in the employee's personnel file.

Pursuant to Career Development Program 103.1 of the Fire Department's Administrative Manual, incumbents may substitute two years of required experience for each required California State Fire Marshal (CSFM)* class.

National Fire Academy Executive Fire Officer (EFO) or California State Fire Marshal (CSFM) Chief Fire Officer or CSFM Chief Officer (curriculum retired 12/31/16) or Chief Fire Officer (CFO) through the Center for Public Safety Excellence (CPSE) will be required to be completed within five (5) years of appointment to a Fire Battalion Chief position.

Failure to meet these requirements shall be cause for removal from the Fire Battalion Chief classification.

  • If substituting experience for CSFM classes, incumbents must successfully obtain the required classes and CSFM Company Officer Certification prior to the end of their probation.

Selection Process

The examination process may consist of the following:

Written Examination

  • 20%: A job related Written Exam will be administered which may test a candidate's knowledge of City and Fire Department policies and procedures, and Resource Materials listed in the study guide. This is a standardized test.

    Inspection privileges outlined in Section 3-240 of the Fresno Municipal Code (FMC) do not apply. An appeal of written test questions must be presented at the time of the Written Examination or it will not be accepted or further reviewed. The Written Examination is tenatively scheduled for Friday May 10, 2019.

Assessment Process

  • 80%: A panel of subject matter experts will conduct job-related assessments to evaluate a candidate's ability to perform a set of job-related exercises. Exercises may consist of two parts: written exercise and oral examination (weighted 30%) and two (2) emergency management simulation panels (weighted 50%). The Assessment Process is tentatively scheduled for Tuesday May 14 and Wednesday May 15.

Candidates must achieve a passing score on all parts to achieve placement on the promotional eligible list. Failure to receive a passing score in each part will result in the candidate failing the competitive process per FMC Sections 3-237.

Passing scores of all parts will be combined and will be used to determine your final score and placement on the eligible list.

Following the establishment of an Eligible list for Battalion Chief, the appropriate number of candidates pursuant to FMC 3-252 (a) 2, will be certified to the Fire Department. Prior to selection, all certified candidates will be invited to an interview with the Fire Chief. The Fire Chief will consider the candidate's personnel file, work history, training records and interview to assess their readiness for the position of Fire Battalion Chief.

Veteran Preference Regulations

Veteran's preference credits are not given for promotional examinations.

This is a City of Fresno promotional opportunity; therefore, applicants must be currently working as a permanent employee in the Fresno Police Department in accordance with Fresno Municipal Code (FMC) Sec. 3-219. The Police Lieutenant is the first level of Management in the Police series. Under direction, a Lieutenant will organize and supervise a section or bureau of the Police Department and perform law enforcement duties in the protection of life and property. Immediate and future vacancies will be filled from this promotional eligible list for a period of one (1) year from the date of promulgation. However, this list may be extended for up to an additional year, pursuant to FMC Section 3-247. The Requirements Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify and do not guarantee placement on the eligible list: Permanent status and current appointment as a Police Sergeant with the Fresno Police Department with at least three years of continuous service at that rank. NOTE: Permanent Status means 'the status of an employee who is lawfully retained in their position in the classified service...after the completion of the probationary period.' Any questions concerning employment status should be directed to the Personnel Services Department; AND, Possess, or be eligible to possess, a California Peace Officer Standards and Training (P.O.S.T.) Supervisory Certificate. For verification: Applicants must attach to their online applicant profile a copy of their P.O.S.T. Supervisory Certificate or proof of eligibility to possess a P.O.S.T. Supervisory Certificate; AND, Graduation from an accredited college or university with a Bachelor's Degree in Criminology, Business Administration, Public Administration, or related field.
