This position is located in the Office of the Chief Financial Officer, Pegasys Financial Services. The incumbent serves as a senior Financial Systems Analysts and project leader with responsibility for planning, developing, implementing and evaluating financial management and accounting policy, systems, processes, methods, and procedures agency-wide.

  • Responsible for major segments of broad financial management projects and studies to ensure the timely and effective collection and delivery of financial information to all program and financial customers.

  • Coordinates closely with and/or works in teams to ensure automated systems are integrated in design, function with overall financial systems, and accomplish functional requirements in a cost-effective and reliable manner.

  • Participates in systems requirements analyses, cost-benefit studies, and systems design, development, and/or review projects concerning financial management systems integration.

  • Ensures the validity and technical accuracy of all findings and recommendations of projects/studies conducted independently or by assigned teams.

Applicants must have one year of specialized experience equivalent to at least the GS-13 grade level.

Specialized experience is defined as providing expert advice to program officials, accountants, financial analysts, and other specialists on the interpretation and evaluation of financial regulations; participating in financial systems requirements analyses and systems design, including solving any significant problems; providing guidance and leadership to develop and maintain a cost effective system of management and financial controls necessary to compile accurate and reliable financial information; and assessing the impact of proposed financial systems features on major systems development or modification efforts.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met within 30 days of the closing date of this announcement.

What you'll bring to the role… * Bachelor's degree in Accounting, Finance, or related field –OR- equivalent combination of education and experience. * A minimum of five years of experience performing sophisticated financial analysis of businesses or business divisions. * Experience providing leadership and direction related to financial analysis and planning. * Working knowledge of financial and general accounting principles. * Demonstrated critical thinking skills. * Ability to identify underlying causes of business issues and recommend appropriate corrective action. * Ability to work with cross-functional teams to build consensus and interact effectively with all levels of the company * Effective oral, written and interpersonal communication skills. * Ability to handle multiple tasks and projects simultaneously. * Proficiency with spreadsheet modeling and Microsoft software.
