Summary

The individuals will be within Fiscal Accounting (FA), Division/Branch as assigned.

Responsibilities

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

Participate in the management and maintenance of financial systems utilized within Fiscal Accounting.

Participate in implementing customers by identifying their accounting needs and setting up the financial systems to meet these needs.

Train users on how to use the financial systems.

Analyze and test new upgrades and modules of the financial systems and provide recommendations to Fiscal Accounting management on whether these items should be placed into production.

Specialized experience: For the GS-12, specialized experience is defined as one year of experience at the GS-11 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes ALL the following:

Analyzing and developing solutions to enhance organizational, process, and operational efficiencies in an automated environment; AND

Conveying technical information to operational staff; AND

Supporting automated system development, design and testing.
Specialized experience: For the GS-11, is defined as one year of experience at the GS-09 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes ALL of the following:
Participating in testing of financial systems; AND
Participating on project teams related to systems or security requirements; AND
Conveying technical information to operational staff.
OR You may substitute education for specialized experience as follows: completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR You may qualify by a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. Note that only graduate education in excess of the amount required for the next lower grade level can be combined with the appropriate level of experience to qualify applicants for positions at the GS-11 grade level.
Specialized experience: For the GS-09, is defined as one year of experience at the GS-08 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Applying analytical techniques to identify and resolve issues or problems; AND

OR You may substitute education for specialized experience as follows: completed a Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR You may qualify by a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. S/He sometimes facilitates or administers projects within the assigned product or service area or contributes on behalf of that product or service in larger projects. S/He may design and/or produce reports needed to measure and monitor the efficiency, accuracy, volume, profitability, security, risk and/or timeliness of assigned businesses and analyze same for variances that warrant management attention. The Product Analyst will draft and/or update procedures used within assigned departments and gather information needed to document compliance with policies and procedures for audit or bank examinations. RESPONSIBILITIES: * Provides support to service partners and customers related to the delivery and administration of assigned Treasury Management products, including but not limited to Business eBanking, Business Mobile Banking, ACH, Positive Pay, Remote Deposit Capture and Bill Pay. Support includes, but is not limited to, researching and resolving customer problems, performing maintenance functions, and assisting with product-related questions on capabilities and options. * Produces assigned reports in a timely and accurate fashion. Reports may include monthly/quarterly Remote Deposit Capture Risk and BSA reports, monthly Business eBanking volume and Service Level Reports. Identifies and recommends improvements in the accuracy and efficiency of the reporting process. Analyzes report output to identify variances that warrant management attention and reporting same. * Provides project administration support on Business eBanking, Business Mobile Banking, Remote Deposit, Account Recon Positive Pay Advantage (ARPPA), and other designated system changes/upgrades; contributes as a team member on larger projects; assists in the testing and implementation of system and procedural changes, especially with respect to the documentation of said changes and test results. * Assists management in maintaining complete and accurate Treasury Management records including executed customer agreements and required documentation associated with the various Treasury Management products needed to document production and demonstrate compliance with audit and regulatory requirements. * Reviews Treasury Management materials for assigned products, including manuals, training programs, and release notes, to advise Operations management when changes may be needed to United Bank processes, procedures, communications, etc. * Maintains a high level of product knowledge and procedural expertise on the bank's product line in order to provide technical and operational assistance to customers, and Bank personnel. Trains new and existing United Bank customers on treasury management products/services. Provides assistance via phone and e-mail communication with clients to resolve complex problems and inquiries. Assists with in-person customer implementation of products/services as needed. * Opens problem tickets with vendors and/or interacts with their technical support team on issues that cannot be resolved by United Bank in a timely fashion or for which more detailed guidance is needed before initiating any corrective action. For products and services not supported by a vendor, liaises with relevant resources to identify and implement a solution. * Assists Bank Sales staff by preparing agreements, implementing new customer set ups, reviewing executed agreements to ensure correct product(s)/service(s) are established and proper fees are implemented. Qualifications QUALIFICATIONS: * At least one year of banking experience with an emphasis in Operations OR a college degree in Business, MIS, or a related field * Business Online Banking Operations and strong customer service experience preferred. * Demonstrated understanding of workflows and system requirements to the degree necessary to write procedures, generate reports, and/or provide support to customers and service partners. * Demonstrated proficiency with Microsoft Office products, especially Excel. Knowledge of Microsoft Access is preferred. * Close attention to detail and an aptitude for assembling data from multiple sources into useful management information; the ability to recognize and analyze a disparity in data and report it to management. * Communication skills sufficient to create and/or interpret operating procedures; ability to communicate professionally with vendors, service partners and customers on product-related issues and training topics. * Ability to effectively interact with production staff and Operations management using both written and verbal communication.
