Summary

The individuals will be within Fiscal Accounting (FA), Division/Branch as assigned.

Responsibilities

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

Participate in the management and maintenance of financial systems utilized within Fiscal Accounting.

Participate in implementing customers by identifying their accounting needs and setting up the financial systems to meet these needs.

Train users on how to use the financial systems.

Analyze and test new upgrades and modules of the financial systems and provide recommendations to Fiscal Accounting management on whether these items should be placed into production.

You must meet the following requirements by the closing date of this announcement.
Specialized experience: For the GS-12, specialized experience is defined as one year of experience at the GS-11 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes ALL the following:

Analyzing and developing solutions to enhance organizational, process, and operational efficiencies in an automated environment; AND

Conveying technical information to operational staff; AND

Supporting automated system development, design and testing.
Specialized experience: For the GS-11, is defined as one year of experience at the GS-09 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes ALL of the following:
Participating in testing of financial systems; AND
Participating on project teams related to systems or security requirements; AND
Conveying technical information to operational staff.
OR You may substitute education for specialized experience as follows: completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR You may qualify by a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. Note that only graduate education in excess of the amount required for the next lower grade level can be combined with the appropriate level of experience to qualify applicants for positions at the GS-11 grade level.
Specialized experience: For the GS-09, is defined as one year of experience at the GS-08 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes ALL the following:
Application maintenance or basic system troubleshooting of a financial system; AND
Applying analytical techniques to identify and resolve issues or problems; AND
Conveying technical information to customers.
OR You may substitute education for specialized experience as follows: completed a Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR You may qualify by a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. Learn more about this agency Responsibilities As a Supervisory Financial Analyst , you will: * Assist in managing the continuous development, implementation, and evaluation of the financial analysis and policy frameworks to ensure certified companies, admitted reinsurers and new applicants have met the financial soundness criteria in light of the following: (a) technological advancements, (b) changing economic conditions, (c) changing industry practices and policies, and (d) budgetary constraints. * Maintain contacts with various entities impacting the property and casualty (P&C) insurance industry to ensure the Surety Bond Program is kept informed of the most current developments within the P&C insurance industry.
