Performs professional and technical work facilitating information systems needs and reporting responsibilities to address the department's long-term strategic technology vision and on-going data-reporting, and computing needs. Responsibilities include database management, report writing, and coordinating resources and project assignments for relevant software applications. Position reports to the Applications Development Manager.•    Configures financial databases; extracts and /or load data. Ensures data integrity.

  •     Collaborates with team members to collect and analyze data; studies data to determine trends and patterns.

  •     Designs, develops and modifies data infrastructure to improve data analysis and reporting. Structures large data sets to find usable information.

  •     Oversees the implementation and integration of new technologies and initiatives regarding data standards and structures.

  •     Assesses system performance and makes recommendations for hardware, software, and data storage improvements.

  •     Collaborates with IT to develop, improve and manage specific systems and collaborates on software and support contracts.

  •     Prepares a wide variety of financial and statistical reports. Uses graphs, charts, and other methods to visualize data.

  •     Works with Finance department staff to identify and create reports for a wide variety of business needs.

  •     Represents Finance department regarding software, database and hardware computing needs: acts as liaison to the IT Division during long- and short-term system initiatives including implementation life-cycles, program enhancement projects and problem resolution efforts.

  •     Partners with IT as part of project management team: utilizes project scheduling and control tools to monitor project plans, labor budget and expenditures; and provides necessary resource constraint and risk data to IT staff in order to develop and maintain project schedules. Identifies and coordinates necessary resources required to fulfill end-user responsibilities during system implementation project phases.

  •     Coordinates work activities with management and Finance staff: reviews business processes and information needs; determines end-user functional requirements and application criteria; and makes appropriate recommendations during system procurement and implementation activities.

  •     Represents Finance department regarding software, database and hardware computing needs: acts as liaison to the IT Division during long- and short-term system initiatives including implementation life-cycles, program enhancement projects and problem resolution efforts.

  •     Acts as liaison across departments, assisting in financial reporting data and ensuring data quality.

  • Knowledge of the principles, practices and procedures of accounting and budgeting in government and the ability to apply such knowledge.

  • Knowledge of systems/business and reporting; information technology concepts techniques and principles.

  • Knowledge of database structure languages, such as SQL or SQL/PSM.

  • Knowledge of operations and practices of local government; ability to analyze and interpret

  • departmental functions, procedures, and policies.

  • Ability to review departmental workflows, methods and procedures using process flow maps; ability to show system linkage, data movement, resources requirements and in documenting specifications.

  • Ability to prepare complex financial reports and statements.

  • Knowledge of government financial systems, Central Square NaviLine preferred.

  • Ability to communicate with co-workers and ensure conceptual understanding of programs.

  • Ability to establish and maintain effective working relationships with other City employees and City departments.

  • Ability to communicate well orally and in writing; and to maintain good relations with the public.

Physical Activities:

The work is moderate: exerting up to 50 pounds of force occasionally, and up to 30 pounds of force to move objects and up to 10 pounds of force constantly to move objects. Additional requirements include balancing, bending, climbing, crawling, crouching, feeling, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.

Position requires the operation of a City vehicle.

(Occasional=1-3 Hrs.; Frequent=3-5 Hrs.; Constant=5-8 Hrs. - Per Workday)

Education and Experience:

  • Bachelor's degree in accounting, finance, information technology or related field.

  • Three (3) years of experience in financial systems or information technology with a concentration in finance or accounting.

Experience with Microsoft SQL Server, IBM and/or DB2 to maintain, create, and retrieve information from relational databases.

Experience with Microsoft Power BI, Cognos and/or Tableau

  • Advanced experience with Microsoft Excel

(A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.)

Licenses and Certifications:

  • Possession of or ability to possess a Florida driver's license by date of hire.

  • Will be required to submit to a State and National Criminal Background Investigation.
