Description THIS POSTING MAY CLOSE AT ANY TIME ONCE A SUFFICIENT NUMBER OF APPLICATIONS HAVE BEEN RECEIVED.The Financial Support Specialist I works as part of the Account Payable Department is to insure that all payments of County funds for goods and services received are made accurately, timely, and in compliance with laws regarding county finances and county policies and procedures.
Examples of Duties Receive invoices for goods and services provided to other county departments.
Assimilate invoices with purchase orders, receiving records, requisitions, and other supporting documents.Review documents received for completeness, accuracy and clarity to insure that invoiced items match with requisitions, receiving records, and purchase orders.Assess requests for payment to insure compliance with applicable laws regarding county finances, county policies and budgetary limits and approve thoseinvoices that meet compliance requirements.
Monitors budgets to insure availability of funds.
Checks for proper authorization of purchases.
Assures compliance with approved bids and contracts for goods and services.Schedules approved invoices for payment to insure compliance with Prompt Payment Act.Processes approved invoices for payment using the county's financial accounting and document imaging system.Maintains accurate hard copy and electronic files of all payments of county funds in compliance with the Public Information Act and the County's records retention schedules.Interacts with outside vendors and county personnel from other departments to analyze and solve problems and discrepancies.
Makes recommendations to vendors and to user departments regarding legal requirements and proper procedures to avoid repetition of errors that are found.Researches vendor files and payment histories, and prepares and distributes reports for user departments and for outside vendors.Answers incoming calls, greets visitors, processes incoming and outgoing mail, utilizes computer for data entry and for word processing, spreadsheets and file maintenance.Regular and punctual attendance is required.Performs other related duties as required.
Minimum Qualifications High School Diploma or GED and minimum one year of experience in a related field; or an equivalent combination of education and related experience required.One to three years of accounting experience preferred.

Essential Functions * Provide first level contact for support services to employees with technical problems and information technology issues involving desktop, laptop or network services. * Provide assistance concerning the use of computer hardware and software, including printing, installation, word processing, electronic mail, and business applications * Install, configure and troubleshoot desktop systems, workstations, network issues in a heterogeneous environment * Troubleshoot and resolve standard PC, application and network connectivity issues * Install software and configure customer systems to meet business requirements * Basic user administration and troubleshooting of various business applications * Assists in the development, testing, storage, retrieval and installation of desktop computer images * Set up new user network accounts and perform maintenance on existing accounts * Maintain, implement, and troubleshoot executive staff issues locally and remotely providing consistent customer care to executive staff members * Perform trouble ticket entry and updates; institutes escalation processes to the next level of support based on protocol * Identify and escalate issues related to viruses or malware and assists the Cyber Security Incident Response Plan Team * Respond to and track issues by ensuring the customer is promptly notified while ensuring resolution and/or proper handoff to team members * Communicate clearly and precisely with customers in written and verbal form, and maintain accurate and timely records in case tracking system. * Work with members of Technology Service teams to resolve issues –escalating issues as necessary * Meet individual case management and SLA goals * Deliver against customer experience and efficiency targets. * Maintain technical skills for computer and software technologies.
