Overview / Job Responsibilities:

DARPA Office of the Comptroller (COMP) is the nucleus of "corporate" fiscal activities and prepares and submits the consolidated annual Agency budget and manages the planning, programming, budgeting and execution process. The office implements the research work of the Agency by securing resources through the budget formulation process, issuing funds to contracting agents and federal performers/research laboratories, and monitoring accounting and reporting operations performed by others on DARPA's behalf. Emphasis is on control procedures for providing budgetary review information and proprietary accounting data to meet both internal and external requirements. COMP also maintains a management information system to support DARPA requirements for accurate and timely fiscal, contractual, and programmatic information services.
DARPA's core financial system, the Defense Agency Initiative (DAI), is a standardized Enterprise Resource Planning (ERP) system solution based on Oracle E-Business Suite (EBS), Oracle Business Intelligence Enterprise Edition (OBIEE), and The Oracle Service-Oriented Architecture (SOA) Suite that is managed by the Defense Logistics Agency (DLA) Program Management Office (PMO). Primary operation of the underlying infrastructure, Oracle configurations, and custom extensions to the software are the responsibility of the DAI PMO.
This contract will provide Project Management Support, Core Agency Financial Management Support and Decentralized Financial Management Support. The contractor will be involved in resolving complex problems by researching prescribed laws and regulations and designing solutions for processing transactions resulting from DARPA's unique business operations.
The Financial SME will:
Develop and maintain business metrics/analytics presenting the financial health of the agency
Possess expert knowledge of financial systems to include databases and business intelligence tools and software
Present/brief financial measures or business process improvements to senior financial and agency leadership.
Serve as a reporting and statistical expert who utilizes available reporting tools and financial management systems to develop and maintain financial, execution, and business process metrics.
Bachelors Degree in Finance or related area
Expertise in DAI and DTS systems
Expert in financial analysis support to DoD
