The Neshaminy School District, located in Lower Bucks County, is accepting applications from candidates interesting in joining our District as the Financial Services Director.

The Financial Services Director serves as a support to the Business Administrator in the Neshaminy School District. The position is responsible for supporting the direction of the fiscal functions of the Business Office in accordance with Pennsylvania School Code/PDE state education standards and generally accepted accounting principles and in accordance with financial management techniques and practices appropriate for a state government entity. Furthermore, the position provides the leadership and support for the management and vision necessary to ensure that proper operational controls, administrative and reporting procedures, and people systems are in place to effectively grow the organization and to ensure financial strength, technology infrastructure, and operating efficiency.

ESSENTIAL FUNCTIONS
Assist with planning, developing, organizing, implementing, directing and evaluating the organization's fiscal function and performance.
Supports capital project planning process and building project oversight.
Develop and provide timely and accurate analysis of budgets, financial reports and/or financial trends.
Supports Federal Program oversight to ensure fiscal compliance with grants and programs.
Oversees fiscal audits/compliance and timely submission of annual financial report and other required filings.
Continual improvement of the budgeting process through education of program supervisors and directors on financial issues with department or programmatic impact.
Evaluates organizational procurement and purchasing strategies and makes recommendations for improvements to processes and procedures.
Optimizes the handling of bank and deposit relationships and initiates appropriate strategies to enhance cash position.
Develop a reliable cash flow projection process and reporting mechanism that includes minimum cash threshold to meet operating needs. Supervises investment and cash management processes.Assists in evaluating the business office structure and staff planning for continual improvement of the group's efficiency and effectiveness and providing individual employees with professional and personal growth opportunities where possible.

Manages operations within the business office including accounts payable, accounts receivable, payroll, bookkeepers, financial operations and other staff as assigned.
Assists a variety of external agency personnel (e.g. auditors, grant representatives, regulatory agency staff, etc.) for the purpose of providing information and general support.Assists with the presentation of information (e.g. budget overviews, accounting processes, distribution formulas, etc.) for the purpose of communicating information, gaining feedback and ensuring adherence to established internal controls.

Oversees payroll compliance and supports management of employee time and attendance.Assists with the preparation of tax records and documents (e.g. payment of FICA, Medicare, federal, state, local and unemployment; quarterly taxes; W2s including W2 file to Social Security) for the purpose of meeting local, state and federal laws and requirements

Provides E-Rate financial oversight for Information Technology. (actively manages recording and receipts ensuring accurate budget allocations and timely district refunds).Collaborate with the management team to develop and implement plans for the information technology and operational infrastructure of systems, processes, and personnel designed to accommodate our organization's needs and objectives.

Assist in maintaining and implementing board policy as they pertain to business and operations. Reviews and updates internal procedures to align with policy changes.

Education Required: Bachelors degree in job related area, Masters degree preferred in job related area.

Experience Required: Job related experience with increasing levels of responsibility is required.

Other Qualifications: Oral and written communication skills, computer literacy regarding management information systems, strong organizational skills, must use tact and diplomacy, acts as leader and visionary on school business and operations issues.

High-level decision-making skills; maintain the highest level of confidentiality at all times. Ability to relate to and function effectively with people of varying background and position. Ability to communicate effectively and possess a positive and professional attitude toward duties and responsibilities.

Evidence of high personal esteem and integrity and the highest level of honesty, trust and business acumen. Strong technical and organizational skills.
