If you are a leader who has experience planning, organizing, managing the operations of accounting programs involving policies, procedures, and controls, who can provide technical guidance to a team of professionals to ensure compliance with state and federal statutes, rules, and regulations as well as accounting and auditing standards, we are looking for you to take on a key role as the (Financial Services Manager, Accounting Manager 2, Office of Financial Services) for the Oregon Department of Human Services (ODHS). In this roll you will, provide direction and oversight of staff in the Strategic Systems Unit. You must be able to apply advanced accounting theory to computerized applications and must be able to develop and implement accounting structures, rules, and financial reporting to ensure successful financial operations.

About the Office of Financial Services:

The Office of Financial Services (OFS) is responsible for accurately recording and reporting the financial status of the Department of Human Services and Oregon Health Authority. OFS is the steward of the Agency's financial resources ensuring integrity and accountability by efficiently and effectively providing accurate, accountable, and responsive financial management and business services to clients, stakeholder, state and federal partners, and employees.

OFS is organized by functional area providing a full-cycle accounting system including accounts receivable, accounts payable, contract payments, payroll, receipting and trust, general ledger accounting, interface and accounting system development and maintenance, state, federal and management reporting, and financial analysis.

OFS greatly surpasses other state agencies in the magnitude and complexity of its financial systems and practices. OFS has approximately 160 FTE supporting the Statewide Financial Management System and its thirty-three legacy (interface) systems. The volume of transactions that flow through the system exceed $10 billion each biennium.

What We Are Looking For, Minimum Qualifications

  • Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field.

  • Not required: Preference may be given to incumbents managing within a governmental accounting organization.

The ideal candidate will possess a work history that demonstrates the following essential attributes:

  • Experience with government accounting principles and controls.

  • Leadership skills in financial management to engage and motivate employees, as well as to delegate tasks effectively.

  • Proficiency in verbal and written communication skills.

  • Experience in accounting and the ability to apply accounting principles to decision-making processes.

  • Possessing excellent customer service skills is crucial for interacting with both internal and external customers effectively.

  • Experience in exercising initiative, demonstrating sound judgment, and reacting with discretion under various conditions.

  • Experience in establishing and maintaining effective relationships with departments, other authorities, agencies, and employees is essential.

  • Experience in developing, maintaining, and operating automated financial systems.

The key responsibilities of the Accounting Manager 2 will include:

OFS has assigned managers to each of the functional areas. In addition to managing the day-to-day operations, the managers represent ODHS/OHA to the state and federal government on financial policy issues, financial reporting and analysis, and audit compliance. The decisions made at this level have a direct impact on how the Agency's pay for the services it provides to its clients. Decisions made in OFS impact the cash flow of the Agency's and the ability to provide receipt revenue and make payments to employees, vendors, clients, and providers. Additionally, decisions made in OFS directly impact the ability of the Agency's to monitor, track and report to the Legislature and the Federal Government the State and Federal budgetary revenue and expenditures.

This unit are responsible for designing, developing, adjusting, monitoring, and correcting the interfaces of ODHS and OHA computer systems that interface transactions in the Statewide Financial Accounting Application (SFMA). In this role you will, manage and provides direction and leadership for the Strategic Systems Unit in the Office of Financial Services.

This position also has oversight responsibility for the ODHS and OHA cost allocation plan, system, and random moment sampling systems. Inability to successfully implement these systems has a direct impact on the ability of the agencies to receive federal funding.

Duties include:

  • Develops and implements activities relating to customer service, team building, strategic planning, communication, process improvement, performance measurement and daily workflow.

  • Ensures that the staff complies with applicable state and federal laws, rules and regulations, generally accepted accounting principles, and internal control standards in performance of their work.

  • Assures that staff has the necessary skills, knowledge, and tools to provide quality and timely service and meet customer needs.

  • Manage workload distribution within and across responsibility area.

  • Manage service level agreement for responsibility area including directing sub-ordinate managers in the development, maintenance, and reporting of service level metrics to the ODHS|OHA Shared Services Budget Committee.

Recruits, hires, and maintains qualified staff by:

Interviewing, selecting and providing training, evaluating subordinates' performance, resolving employee grievances, determining the need for and initiating disciplinary action in order to ensure competent staffing for the unit, evaluating the quality of services provided through review and certification of reports and conferences with staff, authorizing the redistribution of available resources to meet changing needs of programs.

Working conditions

  • Hybrid will be considered in filling this position. The ability to report to Salem is required when training, business or operational needs are dependent on onsite activities. You may be required travel to Portland for business need.

  • Typical office environment. May involve interaction with frustrated or upset customers/employees. Some work is performed under pressure of time or adverse circumstances.

  • This position communicates on a regular basis with Federal and State government agencies to provide information and negotiate solutions to problems.

  • This position works a professional workweek, and this flexible work schedule is considered a condition of employment. It is understood that the hours of work may vary from day to day, week to week, may work after normal business hours.
