East Bay Asian Local Development Corporation (EBALDC) is seeking a (2) regular full time, Financial Service Coordinator I - III at SparkPoint Oakland in Oakland, CA.

Summary:

SparkPoint is a program of the United Way Bay Area (UWBA), focused on free financial and career coaching services for low- to middle-income individuals at over 20 area centers. EBALDC is a founding partner of the SparkPoint initiative, and the lead agency for SparkPoint Oakland. Financial Service Coordinators are responsible for providing financial counseling and coaching services to Oakland residents to help them reduce debt, build credit, improve savings, and increase income.

SparkPoint Oakland partners with many groups, including the West Oakland Jobs Resource Center and Laney College to integrate financial coaching and career development services. We also specialize in building savings through our Matched Savings Program and tax-time Savings Initiative. Other programs supported by SparkPoint include - Healthy Havenscourt Collaborative, Parent University, Rental Assistance, VITA, etc. This position will focus on providing financial coaching to our clients and supporting at least one of our many programs.

The Financial Service Coordinator III is a senior level position, and requires specialized skills in credit building, workforce development, or other areas. This position will be based out of SparkPoint Oakland with a possibility of work on site at partner locations.

Key Duties & Responsibilities:

Direct Financial Counseling & Coaching Services

  • Provide individual financial counseling and coaching services, according to the United Way Bay Area financial coaching model (training provided).

  • Communicate and outreach regularly with clients, in particular to follow up on individual meetings to ensure clients are measurable and progressing in both their financial goals and UWBA's metrics.

  • Support client participation in alternative and credit enhancing financial products or services such as matched savings, secured cards, VITA and etc.

  • Lead workshops, orientations, and other presentations related to SparkPoint Oakland services.

  • Identify and nominate client ambassadors for UWBA as needed.

  • Provide good customer service, acting courteously, compassionately, and responsively to all clients. Demonstrate understanding of client issues, maintain trust and credibility with clients, and anticipate client needs.

  • Respond appropriately with conflict resolution techniques and de-escalation to client behavioral issues, including mental health emergencies or negative feedback to services.

  • Support incoming staff with financial coaching and SalesForce training as instructed by supervisor.

  • Adhere to confidentiality requirements set forth by SparkPoint Oakland and EBALDC.

Programmatic Duties (I, II, III)

  • Maintain strong knowledge of industry trends and regulations concerning building financial health, particularly for low- to moderate-income individuals.

  • Promote and track client participation in programs such as Fresh Start Loan, Matched Savings Program, Lending Circle, VITA Savings, and others.

  • If multi-lingual, provide verbal interpretation in Cantonese, Mandarin, Spanish and/or Arabic and periodic written translation as needed when providing services.

Programmatic Duties (II, III)

  • In addition to the above, coordinate and run financial coaching programs with partners such as Laney College, Healthy Havenscourt Collaborative, Matched Savings Program, Rental Assistance, VITA, West Oakland Job Resource Center or others including tracking data, coordinating logistics, providing financial workshops, and recruiting financial coaching clients.

Program Planning, Evaluation, and Reporting (I, II, III)

  • Accurately and efficiently enter data into various online customer tracking systems.

  • Provide accurate and timely reporting on customer status using digital and paper case files, following standards on case note writing and based on SparkPoint Oakland and EBALDC document and privacy standards.

  • Complete monthly, quarterly, and annual reports in a timely manner, including program reports, client surveys, client success stories, event summaries, and program photos.

  • Regularly engages in brainstorming and group discussions with colleagues to problem solve and generate creative new solutions and approaches to customer issues and business processes.

  • Support development of and contribute to SparkPoint Oakland's Annual Service Plan based on grant and agency deliverables.

Program Planning, Evaluation, and Reporting (II, III)

  • In addition to the above, support development and maintain program budget for service activities. Plan for and procure supplies in a timely manner according to budget.

Time Management

  • Report to work as scheduled, and follow call-in and approval procedures for time off.

  • Organize and prioritize work effectively.

  • Participate in training and development programs to improve personal skills/knowledge; develop a personal plan for continuing professional development.

Required Knowledge, Skills, & Abilities:

  • Some experience in basic financial or social service delivery, with preference given to experience in asset building programs, credit management, financial coaching, or debt reduction skills.

  • At least a high school diploma/GED and two years of coursework in a relevant field.

  • Experience and proficiency in working with diverse, low-income communities, demonstrating cultural competency and inclusive practices.

  • Please specify experience with the following populations: formerly incarcerated individuals, immigrants, individuals experiencing homelessness, and/or community college students.

  • Strong written and oral communication skills, with the ability to express ideas and information accurately.

  • Fluency in Cantonese, Mandarin, Spanish, or Arabic (speaking, reading, and writing) is preferred.

  • Ability to use good judgment and seek advice when necessary.

  • Problem-solving skills, including the ability to seek understanding from others when needed.

  • Demonstrates a positive attitude, respect, and rapport with colleagues.

  • Basic knowledge of Microsoft Office.

  • Must pass criminal, DOJ, and other background checks.

  • Obtain certification in tax preparation for the current year of program provision if VITA staff (training and examination support provided by EBALDC).

  • Provide a current certificate indicating freedom from infectious tuberculosis as per California law if working at a school site.

Required Knowledge, Skills, & Abilities (II, III)

  • At least two years of experience in financial or social service delivery, with preference for skills in asset building programs, credit management, financial coaching, or debt reduction.

  • Minimum of an Associate's Degree or four years of coursework in a relevant field.

  • Experience and proficiency in working within diverse, low-income communities with cultural competency and inclusive practices.

  • Please specify if you have experience with immigrants and/or individuals experiencing homelessness.

  • Experience and proficiency in working with formerly incarcerated individuals and/or community college students.

  • Training in financial services and coaching models.

Required Knowledge, Skills, & Abilities (III)

  • At least four years of experience in financial or social service delivery.

  • Preference for experience in asset building programs, credit management, financial coaching, or debt reduction skills.

  • Minimum of a Bachelor's Degree or six years of coursework in a relevant field.

Physical Demands:

This job requires simple grasping and fine manipulation, sitting at a desk and using a computer for extended periods of time, moderate use of telephone, standing, walking, bending, and reaching. Requires ability occasional lifting or moving of objects up to 25 pounds. Also required is:

  • Ability and willingness to assist with event set up, such as moving tables and lifting boxes

  • Ability to sit in a chair for long periods of time

  • Ability to walk up and down stairs to outreach to residents

Salary Range:

$50,000 - $60,000 annually
