Responsibilities

  • Directing, implementing, coordinating, and/or overseeing a variety of fiscal policy and audit related activities impacting agency activities or operations.

  • Providing direct support to headquarters and field management staff in a variety of matters relating to the application of fiscal and accounting policy, financial systems, and management programs to meet mission requirements.

  • Maintaining liaison with members of the executive staffs of the Department of Homeland Security (DHS), Office of Management and Budget (OMB), Government Accountability Office (GAO), and Congressional Committee staff.

  • Developing and evaluating functional systems specifications for financial control in assigned program areas.

  • Developing, implementing and analyzing management information systems that focus on accounting and financial management plans, policies and programs in the direction of priorities established by statues, executive orders and the agency.

Travel Required

Occasional travel - Overnight travel of up to 5 nights per month maybe requried.

Qualifications

You qualify for the GS-09 grade level (starting salary $56,233) if you possess one of the following:

A. Completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a related field that provided the knowledge, skills, and abilities to do the work of the position. NOTE: You must submit a copy of your college transcripts (official or unofficial) to support your claim.

  • -OR--

B. At least one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service performing the following duties: 1) Applying established policies and procedures to analyze financial operations; 2) Researching and organizing reports used to analyze financial data and operations and; 3) Assisting to monitor financial operations to ensure compliance with established internal controls.

C. A combination of graduate education as described in 'A' and specialized experience as described in 'B' that, when combined; equal 100% of the qualification requirement. NOTE: Only graduate education in excess of the first 18 semester hours may be used in this calculation.

You qualify for the GS-11 grade level (starting salary $68,036) if you possess one of the following:

A. At least one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service performing the following duties: Utilizing financial systems to analyze data related to annual budget submissions, reimbursable funding actions, obligations and expenditures; 3) Ensuring the integrity, accuracy and timeliness of accounting and financial operation transactions for the organization; 4) Assisting to monitor financial operations to ensure compliance with established internal controls.

B. Completed three full years of progressively higher level graduate education leading to a Ph.D.; or successfully completed a Ph.D.; or equivalent degree, e.g., LL.M., at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your college transcripts (official or unofficial) to support your claim.

  • -OR--

C. Have less than one year of experience as described in A and less than 3 years of graduate level education as described in B. However, I have a combination of specialized experience and graduate level education beyond the Master's level that when combined, equals at least 100% of the total requirement.

You qualify for the GS-12 grade level (starting salary $81,548) if you possess one year of specialized experience at the GS-11 grade level performing the following duties:

  • Utilizing financial systems to analyze data related to annual budget submissions, reimbursable funding actions, obligations and expenditures.

  • Advising other financial managers in the office regarding the accounting and financial operations and the application of accounting and financial management principles, policies, and procedures.

  • Ensuring the integrity, accuracy and timeliness of accounting and financial operation transactions for the organization.

  • Assisting to monitor financial operations to ensure compliance with established internal controls.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide

valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Time-in-Grade

Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by closing date of this announcement.
