Role Summary
MetaPhase is seeking a Project Manager with 5+ years of experience to provide strategic advice, technical guidance and expertise to program and project staff; provide detailed analysis, evaluation and recommendations for improvements, and/or maintenance efforts for client-specific or mission critical challenges/issues; consult with client to define need or problem; supervise data collect and analysis to provide advice and recommend solutions to a DHS Agency. The Project Manager is expected to provide hands-on leadership of a team of consultants, analysts and subject matter experts to design, draft, present, and implement recommendations to Agency leadership.
What You Will Be Doing
Manage all daily operations of the project, including oversight of team members, communications with the client, and financial responsibilities (invoicing, approving timesheets, etc.)
Lead the interface with clients, including executives, to capture information and present status updates and analyses
Design and maintain the project plan, alignment of resources, management to deliverable deadlines, and contract management to maintain cost control, schedule, and quality of all services and products.
Lead or support process documentation and improvement efforts including evaluating the current state, identifying and prioritizing areas for improvement, and working with stakeholders to develop, document, implement, and sustain new processes
Proactively engage with others to identify challenges, recommend solutions, create value, integrate diverse perspectives, and manage expectations
Translate complex concepts and solutions into deliverables ranging from standard operating procedures, project management plans, and other guidance documents to PowerPoint presentations, one-pagers, newsletters, emails, job-aids, checklists, and other communication materials
Apply strong communication skills to build relationships, connect people, and support team members
Deliver recommendations, with supporting criteria, to project sponsors and leadership.
Work with stakeholders from various government and contractor teams to coordinate scheduling and other program-wide efforts
What We Need From You (Required)
Minimum of 5 + years of combined experience in Project Management within the federal contracting environment
Minimum 2 years of experience as a subject matter expert in development and deployment of Azure Cloud within the US federal IT environment
Must possess at least 5 years of experience in Agile or Scrum methodologies
Federal consulting experience at DHS - Department of Homeland Security; preferably working with senior level executives
Must be a subject matter of expert in Federal Financial Management; Planning, Programming, Budgeting and Execution Lifecycle; Human Resources and Payroll Management; Acquisition/Procurement Planning; or Real Property and Asset Management within last 24 months
Must possess an IT project management certification of PMP
U.S. Citizenship required

Extensive knowledge supporting the development of large scale projects and deliverables to present to clients
Knowledge developing and maintaining client relationships -- adjust requirements and timelines as necessary
Possess excellent strong analytical, written and verbal communication skills
Certified Project Management Professional (PMP) or other project management related certification

Travel
This role requires 10% - 20% travel across DHS client offices
Education Level
A bachelor's degree in business administration, Information Technology, Engineering, or closely related fields
Clearance Level
This position requires US Citizenship and a minimum DHS Suitability security clearance
Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is 110k-129k.
