The Georgia Department of Public Health is the lead agency entrusted by the people of the state of Georgia with the ultimate responsibility for the health of communities and the entire population.

The agency is seeking a highly qualified candidate for the position of Chief Financial Officer within the Division of Finance.

The Chief Financial Officer (CFO) reports to the Georgia Department of Public Health (DPH) Commissioner and functions as a member of the Executive Leadership Team. The CFO contributes to and evaluates initiatives designed to advance the Department's mission. The CFO is a collaborative member of the team with responsibility for development of departmental planning, policies, practices and initiatives. The position ensures that DPH secures and maintains cost-effective financing while overseeing the development and maintenance of strong, transparent financial reporting systems/controls. The CFO provides financial data and analyses creating informed and responsible decision-making in the organization. This position is also responsible for the accuracy, integrity, and quality of DPH's official annual financial statements.

  • Plan, develop, organize, implement, direct and evaluate the organization's fiscal function and performance.

  • Participate in the development of the organization's plans and programs as a strategic partner.

  • Evaluate and advise on the impact of long range planning, introduction of new programs/strategies and regulatory action.

  • Provide timely and accurate analysis of budgets, financial reports and financial trends in order to assist the Commissioner, the Board and other leaders in performing their responsibilities.

  • Enhance and/or develop, implement and enforce policies and procedures of the organization by way of systems that will improve the overall operational effectiveness.

  • Establish credibility throughout the organization as an effective developer of solutions to business challenges.

  • Provide oversight, technical financial advice and knowledge to others within the financial discipline.

  • Provide continual improvement of the budgeting process through education of managers on financial issues impacting department budgets.

  • Provide strategic financial input and leadership on decision making issues affecting the organization.

  • Optimize the handling of funds in compliance with State of Georgia laws, polices, and procedures.

  • Develop a reliable cash flow projection process and reporting mechanism that includes minimum cash threshold to meet operating needs.

  • Operate in an advisory role from the financial perspective on any contracts into which the organization may enter.

  • Evaluate the finance division structure and team for continual improvement of the efficiency and effectiveness of the group.

  • Develop individuals by providing professional and personal growth opportunities.
