As Financial Manager, you will serve as the Purchasing Officer for our agency and lead our Fiscal Services Team. You will manage and direct agency procurement, asset management, MBE/EDGE, and supervise our Fiscal Services team. You and your team support six office locations and more than 180 employees. This is a new position for our agency, and you will play a key role in ensuring the continuity of deliverables and efficient, effective fiscal responses to complex requests.

Your Fiscal Services team includes a Senior Financial Analyst and a Financial Associate. Your leadership will play a key role in ensuring fiscal processes run smoothly in order to achieve quality service outcomes. The Fiscal Department oversees the agency's Personal Service Contracting, OPD Billing, Petty Cash, and Travel Reimbursement programs. In addition, Fiscal Services staff provide accounting services such as revenue collection, purchase order processing, payment of invoices, financial reporting, and budget planning and management. You will report to the Deputy Director Chief Fiscal Officer (CFO). You will also work closely with the Office Services Manager and team, who also report to the Deputy Director CFO, and you will regularly collaborate with other divisions and departments in the agency, including but not limited to Reimbursement, Agency Legal Support, Management Information Systems, and Library Services.

Preferred candidates will be able to adapt to and lead through changes, value collaboration, and be a strong communicator with experience in purchasing/procurement, policy development, and process improvement. The position will require two days per week in the office, including Thursdays and another day of your choice; Business needs may require you to work additional time in the office.

Essential duties of the Financial Manager include but are not limited to:

  • Manage agency procurement program for goods and services and ensure compliance with State and internal procurement policies and regulations. Review and approve purchase orders and contracts. Implement cost saving initiatives and evaluate procurement strategies for efficiency and sustainability.
  • Oversee the management of agency assets, ensuring proper documentation, maintenance, and lifecycle management; conduct regular asset audits and track inventory to prevent loss or mismanagement; Implement asset tracking systems and ensure accurate reporting of asset condition and usage; Collaborate with various departments to allocate assets efficiently.
  • Manage agency utilization of Minority Business Enterprise and EDGE programs: identify and engage with minority-owned businesses to foster partnerships and increase their participation in OPD procurement activities; Track and report on MBE/EDGE program performance and ensure adherence to program requirements; Work closely with internal stakeholders to integrate MBE/EDGE programs into the broader procurement process.
  • Directly supervise staff: approve work schedules; respond to questions and concerns and resolve problems; disseminate and interpret policies and procedures and best practices; provide coaching and training, and complete timely performance reviews; conduct succession planning and position reviews.
  • Assist the Deputy Director CFO with evaluating, preparing and submitting budget requests; enter fund allotment and budget information; monitor agency account and fund balances and prepares forecasts; assist in preparation and submission of Controlling Board requests.
  • Assist in the formulation of policies, procedures and rules, and contribute to special projects as a member of the agency leadership team.

The Financial Manager position is assigned to the State of Ohio's E1 Pay Schedule, Pay Range 15, presented below in table format. Starting pay will be at Step 1 unless required by contract/legislation; Candidates with exceptional qualifications may be considered for higher starting pay. Our steps give a standard path for earnings growth: you move to the next step after 6 months and annually thereafter. We typically have fiscal year Cost of Living Adjustments as well.

Minimum qualifications for this position are:

66 mos. exp. or 66 mos. trg. financial administration.

  • Or completion of undergraduate core program in public or business administration, accounting, finance or related field; 42 mos. exp. or 42 mos. trg. in financial administration.
  • Or completion of graduate core program in public or business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in financial administration.
  • Or 12 mos. exp. as Financial Program Manager, 66585.
  • Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
