Duties
Specific duties include:
Performs a wide variety of administrative and high-level analytical duties to assure the propriety and integrity of VBA's financial management activities.
Serves as VBA's primary lead for areas such as VBA's travel/purchase card programs, Voucher Audit, CONCUR, Committee on Waivers and Compromises, Veteran benefit payments and receivables.
Conducts finance oversight and follow-up from either virtual or in-person site visits to determine problems and / or deficiencies, and identify best practices.
Conducts reviews and user acceptance testing of new systems functionality and / or software applications.
Oversees the creation of policy and procedure documentation to support new processes and systems.
Reviews newly-enacted laws and directives published by government oversight entities (e.g. GAO, OMB, Treasury, GSA) and other Federal agencies to determine the impact on VBA policy and operations, reporting, and procedural areas. Provides guidance and technical assistance for the development and implementation of financial management activities that allows VBA to execute newly-enacted legislation.
Collaborates with the Internal Controls Division Chief to develop and / or refine internal controls for Support Services functions. Ensures field station Finance activities operate in compliance with established policies and procedures.
Serves as the primary source of contact with regional office finance activities. Also is VBA's liaison with OMB, GAO, Treasury, GSA, etc. in administering financial management matters.
Manages and directs the activities of the Division. This includes planning the work to be accomplished by the organization, scheduling and assigning work to subordinate staff members, developing internal standard operating procedures, writing and revising position descriptions, developing performance standards, recommending employees for promotions, interviewing and recommending the selection of new staff members, ensuring subordinates are trained to perform their jobs proficiently, resolving employee's grievances, counseling and disciplining subordinate staff, supporting the policies of higher level management, and promoting equal employment opportunity goals and objectives. Supervises a group of employees performing work at the GS-14 level or lower. Provides administrative and technical supervision necessary for accomplishing the work of this division.
Serves as principal staff advisor and technical advisor to the Director, Finance Services Staff, to the Deputy Chief Financial Officer (DCFO), and to the CFO on all matters under the direction of the Financial Operations and Reengineering Division.

Qualifications

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-14 Grade Level:
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: Work is typically performed in an adequately lighted and climate-controlled office setting. There is occasional noise from normal office equipment. Some unscheduled work hours may be required. Travel is required to attend meetings, conferences, and specialized training. Work is primarily sedentary but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to use these tools is required. Some physical effort is required in that incumbent lifts and carries reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the work site. The incumbent may become fatigued due to reading difficult types of printed and handwritten material over an extended period. No special physical abilities are required.
