EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will serve as Financial Management Specialist. Typical assignments include:

  • Providing guidance, training, advice and assistance to subordinate bankcard program coordinators and cardholders; assisting subordinate bankcard program coordinators in preparation for monthly and quarterly reporting and/or program audit requirements by communicating expectations and deadlines and tracking completion status to ensure deadlines are met.

  • Monitoring and reviewing government bankcard transaction activity to ensure compliance with relevant policies and directives; conducting or aiding in investigations of misuse or misconduct; and implementing changes to government card policies or procedures.

  • Reviewing and maintaining accurate account & program data and user access controls within bank's Electronic Access System; managing technical issues as required to support subordinate bankcard program coordinators, cardholders and other authorized users.

  • Preparing timely and accurate reports and providing data analysis, as needed, to assist management in decision-making; review program data and operations and make recommendations for overall program improvements, long-range plans, policies, and procedures.

Occasional travel - Occasional non-emergency travel less than 5% may be required.

You qualify for this position at the GS-12 level (starting salary $81,548) if you possess the following:

One full year of specialized experience at the GS-11 level that demonstrates the following: (1) Reviewing, applying and enforcing regulations governing entitlements and documentation requirements for temporary duty travel expenses; and (2) analyzing credit card transactions in a financial management and/or banking system to ensure compliance with accounting principles and procedures for a consolidated credit card program.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
