The selectees of this position will serve as a FINANCIAL MANAGEMENT SPECIALIST within the HQ of NAVAL SEA SYSTEMS COMMAND, located in Washington, D.C.; Groton, CT; Panama City, FL; Indian Head, MD; Pascagoula, MIS; Morristown, NJ; Dahlgren, VA; Wallops Island, VA; Bath, ME; Portsmouth, VA; Philadelphia, PA; Newport News, VA; Norfolk, VA; Arlington, VA, or San Diego, CA.

Responsibilities

  • You will be reviewing and processing execution documents/reports using available financial management systems, to ensure financial transactions are supported with proper documentation in accordance with policy and internal control practices.

  • You will be performing budget planning and related execution tasks, analyzing program requirements, and making recommendations on allocation and execution of funds.

  • You will be monitoring obligations and expenditures, ensuring financial accounts are balanced against plans and established benchmarks.

  • You will be assisting in the development of the Program Objective Memorandum (POM); drafting responses to Congressional inquiries and assisting in the development of Congressional Staffer briefs.

  • You will be providing input to Government Accountability Office (GAO) audits/Congressional Inquiries/Financial Management and Budget (FMB) questions/Office of the Secretary of Defense (OSD) inquiries.

  • You will be ensuring maintenance of documents and files for audit and archival purposes.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Financial Management, Level III. Certification is required within 24 months of appointment.

  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • This position may be a designated Critical Acquisition Position (CAP). You must be a member of the Acquisition Corps, become a member, or obtain a waiver at the time of selection and sign a three-year tenure agreement prior to assuming the position.

  • You may be required to successfully complete a pre-appointment physical examination.

  • Successful completion of a pre-employment drug test (including marijuana) may be required. A tentative offer of employment may be rescinded if you fail to report to the drug test appointment or pass the test. You may be subject to random testing.

  • Positions filled may require Top Secret, Top Secret (SCI), you will be notified at the time of selection the security requirement.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-02 (GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing financial management analysis functions (e.g., budget planning, processing execution documents, or monitoring obligations and expenditures) for an organization.

PRIMARY PURPOSE: To facilitate progressive medical treatment/rehabilitation and/or timely return to work of injured worker; and to act as liaison for involved parties. ESSENTIAL FUNCTIONS and RESPONSIBILITIES * Assesses and analyzes injured worker's medical and vocational status. * Develops progressive plan of care to facilitate medical recovery and progressive return to work. * Manages one-time task assignment or full field case management referral to meet with attending physician, injured worker and/or employer to clarify medical and/or vocational claim related information which could not be obtained through correspondence or telephonic attempts by claims team. * Collaborates with members of the health care team to provide ongoing case management services. * Acts as liaison for involved parties in the worker's compensation injury by communicating in person and telephonically with the patient/caregiver, attorneys, employer, claims examiners, telephonic nurse case manager, return to work specialists, vocational rehabilitation supervisor, provider(s), ancillary provider(s) and health care team. * Monitors injured employee's progress towards appropriately established outcomes through continued assessment and evaluation. * Coordinates necessary referrals, consultations, and therapeutic services for the injured employee. * Completes the interview process with the patient/caregiver in the home, worksite, ancillary location or physician's office for current and ongoing assessments and evaluations. * Assists in the development of continued care plans as necessary to include patient education and prevention programs. * Testifies as needed to substantiate relevant case work or reports. * Confers with medical treating providers concerning the course of care and treatment per clinical guidelines. * Educates medical providers on appropriate disability and treatment guidelines as necessary. ADDITIONAL FUNCTIONS and RESPONSIBILITIES * Performs other duties as assigned. * Supports the total performance management initiative. * Travels as required. QUALIFICATIONS Education & Licensing Current state RN licensure required. Bachelor's degree or equivalent experience preferred. CCM, CRRN, COHN, CDMS eligibility or current certification preferred.
