Responsibilities

  • Providing management officials professional accounting, budget and manpower advice and assistance related to the impact of financial and manpower transactions on program operations.

  • Formulating, executing, and justifying a segment of the DISA Computing Services Directorate (CSD) program and budget.

  • Insuring standard policies, procedures, and programs are properly implemented and serving as liaison between functional managers to ensure adherence with requirements in performance of everyday data entry, processing, and reporting functions

  • Performing analytical evaluation of problems, developing requirements necessary for resolution, and conducting on going evaluations to ensure effective implementation of corrective actions.

Qualifications

Time in Grade:

For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service.

Specialized Experience:

For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service.

Specialized experience is defined as; operating automated accounting systems, monitoring obligations or expenditures of budgeted funds, and interpreting financial reports.

Specialized Experience:

For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service.

Specialized experience is defined as; operating automated accounting systems, monitoring obligations or expenditures of budgeted funds, and identifying and resolving financial problems.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.

There is no substitution of education for specialized experience at the GS-12 grade level

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education

The Director Financial Operations Taxation provides leadership to the Financial Operations Tax Team within Empower Retirement. Manages daily activities and assists with more complex issues. Ensures all areas are in compliance with regulations and policies. Oversees and coordinates responses to various internal and regulatory audit requests. Oversees financial analysis and other related projects by being responsible for documentation, coordination and tax reconciliations. What you will do * Oversee daily operations of functional teams: analyzes results, adjust and improve as needed, and assist with and provides guidance on more complex issues * Ensure that operational controls, policies and procedures are in place, are effective, and are compliant with company policies, Sarbanes-Oxley, SSAE and other regulatory agencies * Participate in corporate and departmental strategic planning as it relates to new business initiatives, departmental objectives, systems upgrades, technology and planning for future growth * Evaluate current processes to identify inefficiencies, recommends and implements enhancements and improvements * Establish, assign and manage departmental projects that have impact to department procedures, systems and services; ensure that staff resources are available and that project tasks are completed timely and accurately * Perform required owner review of various reports and reconciliations per established Sarbanes-Oxley and SSAE control activities * Coordinate and oversee timely response to large volume of audit requests and regulatory requests from IRS or other state agencies * Perform duties inherent in a managerial role What you will bring * Bachelor's degree preferred, preferably in Accounting, Business, Finance or related field or equivalent related experience * 7 - 10 years experience in financial services tax reporting and back-office management * Intermediate to Advanced MS Office skills including Excel * Demonstrated leadership skills to motivate a team * Strong analytical/problem solving, written and verbal communication skills * Self-motivated individual with strong organization skills and the ability to manage multiple priorities under tight time constraints and inflexible regulatory deadlines * Experience identifying and analyze IRS/tax law changes and implements process and technology changes to support them * Experience working with the IRS to request penalty abatements and/or to coordinate/solve other IRS related issues or inquiries * Experience researching/analyzing IRS tax code changes and implementation of such changes * Experience in the area of preparation and/or QC of daily tax reconciliations, verifying withholding amount and validating remittance liabilities to the IRS, 50 states, and US territories, to ensure accurate production of government level reporting * FINRA fingerprinting required upon hire What will set you apart * Experience with Taxport System preferred * Intermediate accounting background with SAP experience preferred * Tax reporting for various tax form types (1099R, 1041, 1042S, W-2) preferred * FINRA Series 6 & 26 permitted, but not required What we offer you We offer an array of diverse and inclusive benefits regardless of where you are in your career.
