OIC CAREER OPPORTUNITY

The Office of the Insurance Commissioner's (OIC) Producer Licensing & Oversight Unit is seeking a motivated and qualified individual to fill a Financial Examiner 4 position.  This position is assigned to the Consumer Protection Division, located in our Tumwater office.

As part of the Producer Licensing & Oversight Program, this senior-level, supervisory position is responsible for the most complex financial examinations of regulated entities (e.g. agents, agencies, and surplus line brokers) for compliance with applicable laws, regulations and industry standards. Additionally, this position supervises other employees responsible for financial examinations.

This is a Washington General Service position. The monthly salary range for this position is $86,712 - $116,556

The salary listed above includes the 3% pay increase that goes into effect on July 1, 2024.

The duties of the position include, but are not limited to:

  • Developing comprehensive financial examination plans, including resources and tools needed, to ensure effective and efficient processes

  • Overseeing and ensuring proper and accurate execution of financial examinations performed by staff. Includes supervision, planning, direction and reviewing of the work of assigned staff performing these functions.

  • Utilizing expert knowledge, prepare administrative actions for Legal referral against licensees regarding violations of financial examination statutes and/or regulations

  • Interacting with the Surplus Lines Association of Washington and licensees to provide guidance for compliance with laws / regulations

Required Education and Experience:

  • Nine (9) years of professional experience* in accounting or auditing; or analyzing or examining regulated entities

  • Two years must be in a supervisory, lead, or advanced position.

  • At least 24 semester or 36 quarter hours of accounting or finance from an accredited institution*

  • Intermediate Microsoft Word, Excel and Outlook skills; able to create, save, preview and print a basic document worksheet, and email; edit and change appearance of selected text, format paragraphs; use page setup and auto-correct.

A Bachelor's degree with major study in finance, business administration, economics, accounting, or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation or a foreign equivalent will substitute for up to 4 years of professional work experience

  • If a degree or other credentials are listed, proof will be required prior to employment. University degrees must be recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA) or foreign equivalent. If a degree was awarded outside the United States, candidates must provide a credential evaluation report.

Preferred/Desired:

  • A "Certified Public Accountant" (CPA) granted by Washington State or any state in the U.S. having reciprocity with Washington State, or

  • A "Certified Financial Examiner" (CFE) from the Society of Financial Examiners, or

  • Credentials that would allow the examiner to perform advanced financial examinations such as a "Certified Management Accountant" (CMA), a "Certified Internal Auditor" (CIA), or a "Certified Insurance Premium Auditor" (CIPA).
