This position is part of the FOA Business Partners unit, a consolidated business office serving the broader FOA organization which is comprised of12 diverse operational units with total annual operating expenditures in excess of $330 million and approximately 1,600 budgeted staff positions. Position is assigned specific operational unit(s) to support but that assignment may change based on operational needs and workload within the FOA Business Partners unit.

Job Summary

This position reports to one of two Budget Supervisors and operates under general direction. It is responsible for performing highly complex budgetary and financial functions for units assigned as part of the FOA Business Partners. Position will have defined operational unit(s) to support. Specific operational assignment could change based on overall need within the FOA Business Partner portfolio. Provide strategic guidance to department heads and managers on budgetary and financial issues. Develop reports and dashboards to assist department heads in strategic, operational and long range planning. Delegated authority for financial management and works in a highly independent manner providing advice and guidance to the Budget Manager, FOA Business Partner Director, unit directors, Assistant/Associate Vice Chancellors and Vice Chancellor. Works closely with the VC office to facilitate timely submission of rate proposals and Vice Chancellor's operating budgets. Liaise with the Business Office Manager and Directors to ensure appropriate accounting and internal controls are maintained.

WORK ENVIRONMENT

MINIMUM QUALIFICATIONS

Minimum Education/Experience:

  • Bachelor's degree in Business or related field, or equivalent combination of education and experience.

  • Experience with fund accounting and general accounting principles.

  • Experience with the application of accounting principles to budgeting, rate development and financial reporting.

  • Experience performing complex spreadsheet analyses, formulating and preparing complex reports, preparing sophisticated presentations.

Minimum Knowledge, Skills, and Abilities (KSA):

  • Analytical skills to research, compile, organize, analyze financial and operational information from reports and other sources to prepare complex data into technical reports and information.

  • Skill to maintain confidentiality of personnel or other sensitive issues and exercise discretion in dealing with controversial or potentially sensitive topics.

  • Interpersonal skills to interact and communicate effectively and professionally with administration, staff, visitors and volunteers, using diplomacy and good judgement during all interactions. Computer skills to utilize various programs and software including spreadsheets, database management, presentations.

PREFERRED QUALIFICATIONS

Preferred Education/Experience:

  • Experience with statistical data collection and quantitative analysis, break-even analyses, variance analyses, and feasibility studies.

  • Experience creating financial reports for a non-profit organization.

  • Experience budgeting and forecasting for contracts and grants.

  • Experience making presentations to groups, facilitating group discussions, and achieving consensus from disparate perspectives.

  • Experience conducting research and information gathering. Experience that demonstrates initiative, problem diagnosis, and proactive problem solving skills.

  • Experience guiding staff performing a variety of financial and budget analysis tasks.

  • Experience monitoring and managing a complex budget using an automated accounting system and budgeting planning system.

  • Experience using personal computers and skill to learn applications quickly. Experience using Microsoft Office.

Preferred Knowledge, Skills, and Abilities (KSA):

  • Skills to develop and apply creative innovative concepts to problem resolution.

  • Knowledge of public sector business practices, entrepreneurial operations, and fund management. Knowledge of University of California, Davis policies and procedures pertaining to financial administration, payroll, personnel and other business-related activities.
