The UC Davis Institute of the Environment is a designated Organized Research Unit (ORU) reporting to the Office of Research. The Office of Research (OR) serves as the catalyst for advancing the research mission at UC Davis. Currently, OR oversees 7 ORUs, 13 Special Research Programs 4 IMPACT Centers, and central facilities with over 1,100 employees and annual expenditure and recharge income in excess of $210 Million. There are several research centers under the Institute umbrella including the Center for Watershed Sciences, Center for the Health & the Environment, the Natural Reserve System, and several other research programs and initiatives.

The Institute Administrative Services team provides support to the research centers and programs under the Institute umbrella with total expenditures exceeding $35M+ annually. The Institute is a large and complex ORU with 240+ affiliated faculty, professional researchers, adjunct professors, academic and staff support personnel. The ORU occupies 82,680 square feet of regular academic and administrative offices, laboratories, field buildings, and other special facilities in 24 buildings and off-site facilities.

Job Summary

Under the general direction of the Chief Administrative Officer, this position provides budgetary and financial oversight across the Institute and serves as the overall lead on Institute-wide budget and financial matters. Provides leadership and oversight of Institute wide forecasting, annual reports, and quarterly reports. Provides consultation and guidance to Institute management regarding budget, financial controls and accountability, and business planning for an overall financial portfolio of $35M. Serves as liaison to OR and other central units representing Institute wide interests. Oversees business systems intelligence for Institute, including managing systems access by position. As a Senior Finance & Budget Analyst, function with a high degree of autonomy and decision-making abilities. Provide financial support for activities related to budget and forecasting, pre- and post-award contracts & grants administration, financial analysis and reporting, recharge rate development and serve as the Institute's Systems Administrator. Ensure appropriate accounting and internal controls are maintained. Prepare and establish multi-year, multi-facet budgets, organize resources according to budgetary plans, prepare both routine and ad hoc financial reports using complex financial systems and reporting tools. Coordinate recurring meetings with various stakeholders and prepare and present financial and operational information to the Institute leadership, OR leadership, Academic Faculty Directors and other key constituents campus wide.

MINIMUM QUALIFICATIONS

Minimum Education/Experience:

  • B.S. degree in Accounting, Finance, or related field or equivalent demonstrated relevant experience.

  • 5 to 7 years of demonstrated experience performing analysis utilizing complex spreadsheets, working with large volume of data via databases, and web-based accounting & information systems.

  • Experience preparing both detailed and summarized financial reports, developing long- and short-term budget models, performing strategic monetary planning, and monitoring and managing complex budgets using automated accounting & budget systems.

Minimum Knowledge, Skills, and Abilities (KSA):

  • Highly proficient using Microsoft Excel, Word, and PowerPoint or equivalent programs.

  • Possess good interpersonal and communications skills to establish and maintain professional, collaborative working relationships with diverse groups including faculty, executive leadership, senior academic and administrative officers, and staff.

  • Knowledge of Generally Accepted Accounting Principles (GAAP), fund accounting and techniques to apply to budgeting, rate development, contracts & grant administration, and financial reporting.

PREFERRED QUALIFICATIONS

Preferred Education/Experience:

  • Experience with university budgets and budgetary structures.

  • Experience developing service/recharge rates for self-supporting operations.

  • Experience with pre- and post-award Contracts & Grants administration.

  • Experience with statistical data collection techniques and quantitative analysis.

Preferred Knowledge, Skills, and Abilities (KSA):

  • Knowledgeable of the principles of Diversity, Equity, and Inclusion goals and initiatives.

  • Knowledge of public sector business practices, entrepreneurial operations, and fund management.

  • Knowledge of University of California, Davis, policies and procedures pertaining to financial administration, payroll, personnel, and other business-related activities.
