Job Summary


These positions exist to appraise, evaluate, develop, implement and administer financial programs and projects for the department. Responsibilities include performing complex financial planning, tracking, and analysis to provide status and assurance of the health of the construction program to department managers and supervisors and the Legislature. They will be working closely with personnel from other offices within the department, Federal Highway Administration (FHWA), and other staff within the section and office to ensure that state and federal funds are being used proficiently and in accordance with laws and regulations. The positions will also provide professional financial and programming consultation, education, and assistance to agency managers, supervisor and district office staff.

Qualifications



Minimum Qualifications:


Two years of advanced-professional experience in Accounting, finance or a closely related field;

OR

Bachelor's degree in Accounting, Finance or a closely related field, PLUS eighteen months of advanced-professional business accounting, finance or closely related experience.

Education/Experience must include:

  • Knowledge of federal and state highway transportation funding, transportation project programming and planning

  • Experience performing program analysis and reconciliations to recognize errors or problems and determine solutions to resolve the problems.

  • Written and oral skills in business English sufficient to edit and compose business documents and deliver presentations.

  • Experience in ad-hoc reporting through Microsoft Access, Crystal Reports, or Business Objects

Note: Advanced professional experience would be considered MAPE 10L level (Accounting Officer Senior, SPA Senior, etc.) and above or equivalent experience outside of the state.



Preferred Qualifications:

  • Previous experience with federal highway transportation funding.

  • Experience with FMIS, PPMS and SWIFT to extract data.

  • Knowledge of the workings of the State Road Construction Budget

  • Understanding of the difference between Federal Highway Targets and State Road Construction budget
