In furtherance of the Department of State Treasurer's existing ethics and transparency programs, this position is subject to the ethics and conflict of interest requirements of the Department of State Treasurer Supplemental Ethics Policy (Tier 2 Ethics Policy)
THE STARTING SALARY FOR ANY NEW HIRE TO THIS POSITION IS LIMITED TO THE RECRUITMENT RANGE OF $58,000 - $76,000.
The North Carolina State Health Plan for Teachers and State Employees, a division of the Department of State Treasurer, provides health care coverage to more than 700,000 teachers and local school personnel, state employees, retirees, current and former lawmakers, state university and community college faculty and staff, and their dependents.
The Financial Analyst will:
Assist with analysis and evaluation of Plan revenues and expenditures, program information and performance measures.
Perform review of monthly financial reports for quality and to evaluate factors contributing to budget variance.
Prepare, review and analyze various vendor generated reports, including detailed reporting of membership, medical and pharmacy claims experience, cost and utilization trends, performance results.
Develop customized reports and summary presentations of findings and issues as needed.
Request data and perform review and analysis of output from the Data Warehouse to identify cost reductions, vendor inefficiencies, waste, fraud and abuse.
Assist with coordination and monitoring of services provided under actuarial and health benefits consulting services contracts.
Assist business owners in developing and drafting the scope of work for projects and studies, overseeing completion, setting project priorities, monitoring performance guarantees and reviewing deliverables and invoices for accuracy, completeness and timeliness.
Assist with coordination, management and tracking actuarial notes and required data.
Review actuarial forecasts, updates and alternate scenarios, studies, and projects to assess the appropriateness of underlying assumptions.
Evaluate methodologies and analytical results to ensure quality control and reasonableness.
Provide technical assistance to the Plan's Contract and Legal Compliance section in the development of contract documents and the procurement process.
Assist business owners with the development of performance measurers and cost proposals, reviewing financial payment provisions and performance guarantees, and evaluating proposals review return of investment methodologies and results for certain contracts and programs.
Knowledge, Skills and Abilities / Competencies
Knowledge and ability to understand and analyze actuarial forecasting methodologies.
Ability to analyze complex healthcare financial and programmatic issues and determine data needs, identify alternatives for consideration, and make recommendations.
Ability to extract, manipulate and categorize complex healthcare data and produce accurate output.
Ability to synthesize, summarize and present complex information clearly and concisely.
Ability to work independently with minimum supervision and actively participate in meeting organizational goals.
Ability to evaluate, assess and solve multi-dimensional problems.
Excellent verbal and written communication skills.
Proficiency in Microsoft Excel, Word and PowerPoint.
Minimum Education and Experience Requirements
Bachelor's in finance, healthcare administration, health policy, public administration, public policy, business administration, economics, accounting or related discipline and five years of experience in budget/financial analysis or forecasting.
