Job SummaryPennsylvania’s State System of Higher Education (PASSHE) is seeking a Financial Analyst for its administrative headquarters (System Office). This position will assist the Finance organization with preparation and analysis of the State System’s consolidated operating budget; conducting standard and ad hoc financial analyses; performing special finance projects, which may affect individual universities or the System as a whole; and monitoring the financial health of universities. In addition, provide technical and analytical support to the System to ensure financial activities occurring within the System Office are being recorded properly, in accordance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) requirements.
Responsibilities Supports activities of the Finance organization of the System Office for the coordination and monitoring of financial activities. Collaborates in development and analysis of all budgetary and financial data for use in appropriation requests, legislative hearings, tuition deliberations, management decision-making processes, and various reports, as necessary. Assists in preparation of State System’s appropriations requests and other budget/finance documents for dissemination to the Board of Governors, Governor, General Assembly, and other state agencies.
This process encompasses the creation and maintenance of complex and detailed models, currently in Microsoft Excel. Assists in development and recommendation of System budgetary, pricing, compensation, and fiscal policies and procedures and interprets the same for university application and implementation. Identifies and resolves complex budgetary issues.
Interacts with the Office of the Chancellor’s Accounting, Facilities Planning, Treasury, Human Resources, Labor Relations, Advanced Data Analytics, and Shared Administrative System offices to ensure harmony between all data, analysis, and reporting. Performs cost allocations and projections, tracks activity, and manages billing for the Keystone Library Network program. Performs accounting duties in support of the Human Resources/Benefits area, including recording and reconciling activity in the flexible spending account program.
Supporting Treasury Office by helping to complete monthly bond accounting reconciliations and, when needed, bond debt service payments. Supports the Finance organization by participating in regular meetings to promote communication and identify opportunities for new or modified services that will lead to process improvements and efficiency. Monitors the financial status of the universities.
Assists the Director of Financial Management in determining the relative importance of various measures of financial/budgetary health and incorporates such measures into an analytical framework. Monitors and analyzes financial information within the shared administrative system, periodic financial management status reports, and various budget and accounting reports. Summarizes findings into executive report format for presentation to senior executives and the Board of Governors.
Resolves university budgetary/financial status issues with university budget officers and other finance personnel. Advises the Director of Financial Management of budgetary/financial status and performance of the universities. Assists the Business Intelligence (BI) team in working with universities and supporting financial review of implementing new SAP and BI tools and enhancements.
Provides financial analytical support to executives and managers within the System Office. Uses a personal computer and various software packages to analyze financial data and prepare a broad variety of management reports for executive use. Assists in the design of computer-based solutions to expedite the flow, analysis, and reporting of information which, in many instances, is used on a System-wide basis.
Prepares other reports and special projects and performs related duties as required by the Executive Vice Chancellor or Director of Financial Management. Assumes responsibility for a variety of special finance and administration projects involving the use of considerable independent judgment and discretion. Drafts correspondence to university administrators and other State System constituencies for the signature of the Chancellor, Executive Vice Chancellor, Director of Financial Management, Director of Finance Shared Services, and himself/herself.
Work Environment This position is remote but occasional travel to System headquarters in Harrisburg or other locations for meetings may be required, so the successful candidate will be a resident of Pennsylvania.Minimum QualificationsMinimum Required Qualifications A bachelor’s degree in accounting, finance, or other related field with an emphasis in accounting, including financial, managerial, cost and/or fund accounting. A minimum of three years’ relevant experience in accounting/finance. Pennsylvania residency required.
Other Required Qualifications/Abilities Working knowledge of Generally Accepted Accounting Principles (GAAP). Excellent interpersonal skills, oral and written communication skills, and a commitment to collaboration, teamwork, and collegiality. Experience working in a medium-to-large organization, and knowledge of GASB and SAP is preferred. Ability to multi-task and meet strict deadlines in a fast-paced, detailed, remote-work environment.
Excellent analytical, critical-thinking, and problem-solving skills. Strong organizational, time-management, prioritization, and leadership skills. Ability to work collaboratively in a professional, team-oriented environment.
Ability to develop, implement, and modify accounting systems, procedures, records, and controls. Ability to analyze and test the effectiveness of accounting controls. Ability to edit, organize, and present clear and concise oral and written reports of financial information, findings, and recommendations.
Ability to gain an understanding of the organization’s operations to effectively perform duties. Proficiency in the use of Microsoft Excel and other Microsoft Office applications. Proficiency in the use of data processing and statistical tools to prepare a broad variety of management reports.
