DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The City of Houston's Housing and Community Development Department (HCDD) seeks to create a city in which every resident has an affordable home in a community where they can thrive. Partnering with non-profit, governmental, and local entities, HCDD strives to strengthen Houston's neighborhoods and provide true housing choice.
To achieve this vision, HCDD is seeking a Financial Analyst IV to join its team. In this position, you will oversee budgets for entitlement, disaster recovery, and/or special purpose grants.
Key Responsibilities
Prepare SAP budget transactions to set up contract funding, project revisions, budget transfers, grant and project amendments and journal entries.
Creates Outline Agreements, Service Release Orders (SRO), Purchase Orders and other necessary project related documents in SAP.
Reviews and reconcile SAP transactions including budgets for projects and grants.
Prepares and coordinate compilation of financial and management information related to project accounting utilizing various software and data tools.
Research, analyze, summarize, and disseminate relevant financial and budget information to senior management
Evaluates viability of projects, including management, organizational and financial analysis.
Exercises regulatory oversight of project controls.
Provides timely response to internal and external inquiries, professional customer service and technical assistance.
Essential Attributes
Detail Oriented: Job requires a high level of organizational, time management and prioritizing skills, attention to detail, analytical and critical thinking skills.
Motivated: Must be a self-starter who is well organized with strong analytical skills and works well in a team environment.
Computer Literate: Experience in SAP is required. Must be highly skilled in Excel and be able to create and generate reports in Excel and Word. Must be fluent in MS Office suite.
This is a grant funded position subject to cancellation when funds are depleted and/or contract period ends.
WORKING CONDITIONS
This position is physically comfortable. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Finance, Accounting, Business Administration or a closely related field.
MINIMUM EXPERIENCE REQUIREMENTS
Six years of professional experience in finance, economics, budget analysis or a closely related field are required.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
