The Financial Analyst III position is at the City of Tucson with Tucson Police Department/Counter Narcotics Alliance (CNA) in partnership with the University of Arizona Police Department. This position manages and implements all financial and administrative support services for the task force; role includes responsibilities in accounting, compliance, and financial management. The Financial Analyst III reports to the CNA Commanders and Board of Directors and supervises the daily job duties of four employees.

Duties & Responsibilities

  • Oversees all financial and internal audit operations while managing a significant budget for the CNA task force.

  • Regularly share financial and squad activity updates at bi-weekly sergeants meetings.

  • Participate in bi-monthly CNA HIDTA Board meetings with Stakeholders regarding operations and budgetary issues.

  • Present reports on financial, drug and asset seizures, and apprehension stats.

  • Prepare reports on financial metrics and accounting measurements.

  • Manage monthly, compile and submit quarterly, to the Arizona Criminal Justice Commission's(ACJC) Apprehension Stat Activity report.

  • Compile and submit to the Department of Justice, the quarterly Department of Justice's Performance Measurement report.

  • Manage monthly, compile and submit quarterly to City of Tucson and Pima County Attorney Office the ACJC, the CNA RICO account Revenue and Expense report.

  • Compile and submit to City of Tucson Business Service Department CNA Equitable Sharing Agreement and Certification (ESAC) report.

  • Develop and manage budgets to ensure financial stability and profitability.

  • Prepares, analyzes, reviews, monitors and/or forecasts departments budget and financial and operational data.

  • Develop and prepare department budgets in collaboration with department leaders.

  • Analyze budget performance and identify variances.

  • Review and approve budget adjustments and modifications.

  • Monitor expenditures and ensure they are within approved budgets.

  • Forecast future financial performance based on historical data and trends.

  • Provide financial insights and recommendations to support strategic decision-making.

  • Analyze and track CNA's cash flow.

  • Regularly conduct and attend meetings with supervisors to share progress updates and discuss and any issues.

  • Ensure accuracy and clarity in all updates provided.

  • Oversee all transactions posting to the CNA Racketeering Influenced and Corrupt Organizations (RICO) accounts.

  • Keep detailed records of all transactions related to the CNA RICO Sub-State and Justice funds. Regularly review and update records to ensure accuracy and completeness.

  • Review and improve financial processes and internal controls.

  • Ensure all RICO account transactions are in compliance with legal requirements for State RICO laws and Department of Justice Equitable Sharing Program.

  • Coordinate with the Attorney General's Office, Pima County Attorney's office, and Department of Justice on unusual transactions to ensure in compliance with governing laws, regulation, and policies.

  • Oversee the CNA Smartsheet platform, this entails the tracking drug and asset seizures, forfeiture, and disposition of assets. In addition, financial operational reimbursement requests.

  • Supervises four professional staff employees and supports the whole CNA task force.

  • Provide training and development of subordinates by answering questions, assisting with tasks, and planning and assigning work.

  • Delegate tasks that do not require direct oversight.

  • Actively participates in the hiring and selection, playing a pivotal role in identifying and recruiting new talent for the CNA task force.

  • Complete subordinates performance evaluations.

  • Manage the CNA Internship Program

  • Coordinate with the UA School of Government Public Policy.

  • Ensure program complies with labor laws and regulations.

  • Conduct orientation and initial training. Assign mentors and start project work.

  • Conduct performance reviews and provide career development support.

  • Encourage a culture of inclusion and make interns feel part of the team.

  • Organize social activities and team building events.

  • Conduct exit evaluation and gather program feedback.

  • Maintain records of intern progress.

Knowledge, Skills, and Abilities:

  • Knowledge of financial software and tools particularly Smartsheets and Microsoft Office software.

  • Knowledge of Asset Forfeitures cases.

  • Ability to analyze financial data and identify trends, variances, and opportunities.

  • Strong written and verbal communication skills for reporting and advising.

  • Attention to detail to ensure accuracy in financial reporting and compliance.

  • Analyze financial data and prepare financial statements, reports, and forecasts for senior management.

  • Monitor and analyze variances between actual financial results and budgeted/forecast amounts, providing insights and recommendations for improvement.

Minimum Qualifications

  • Bachelor's degree or equivalent advanced learning attained through professional level experience required.

  • Minimum of 5 years of relevant work experience, or equivalent combination of education and work experience.

Preferred Qualifications Experience working for a Federal agency and managing Grants. Experience working with Racketeer Influenced and Corrupt Organization (RICO) forfeiture law.
