The Office of the Chief Financial Officer is seeking to fill Financial Analyst III position(s). The Financial Analyst III is an experienced level financial analyst professional located within the Office of Departmental Financial Services (ODFS). This position requires minimal direction and supervision. The Financial Analyst III conducts complex analyses and provides recommendations concerning the City of Detroit financial and operational results.

Examples of Duties

The Financial Analyst III performs a full range of functions including but not limited to:

  • Monitors and assesses the Business Intelligence Reporting needs of entities within the Office of the Chief Financial Officer especially the Office of Budget and the Office of Departmental Financial Services;

  • Identifies operational issues associated with the transition to the ERP Cloud as well as ongoing operational issues; Based on the identification of these issues identifies training and development needs in conjunction with the Chief Learning Officer;

  • In conjunction with the Office of Budget and the Office of Departmental Financial Services assists with the strategic financial modeling, annual target setting, and annual budget planning processes to assess financial implications;

  • Based on knowledge of the ERP Cloud Applications recommends, develops, implements, and monitors financial and operational policies, guidelines, processes, procedures, and internal controls and performance measures;

  • Conducts financial studies, research, analysis, and modeling to assess financial implications and support complex business decisions;

  • Performs cost-benefit analyses to compare operating programs, review financial requests, or explore alternative financing methods;

  • Drives functional enhancements of the ERP Cloud applications and modules.

Minimum Qualifications

Education

Bachelor's degree from an accredited college or university, with major course of work in accounting, business, public administration, or a closely related field. Such education must include at least twenty-four (24) semester (36 terms) credits of coursework in accounting, finance, or economics.

Experience

Three (3) years of professional experience providing a systematic review, analysis, interpretation, and evaluation of budgets and financial data is required. Experience with ERP Cloud applications is desirable. Financial Analyst III must demonstrate proficiency with integrated word processing and spreadsheet functions.

License / Certificates

There may be a requirement for some positions to have or be working on achieving Certified Financial Planning and Analysis (CFPA) certificate sponsored by Association of Finance Professionals.

Who We Are Classification and Compensation is responsible for providing classification and compensation services, which include but are not limited to, job analyses, organizational design, compensation analysis, maintenance of the classification system, salary equity reviews, and creating/revising position descriptions. Position Summary The Classification and Compensation Analyst III is the senior technical level of this series and reports to the Chief of Classification and Compensation. The incumbent researches and analyzes position descriptions for classification and compensation, evaluates Fair Labor Standards Act (FLSA) status implications and legal applications and reviews employee coding if and when applicable. They perform benchmarking regarding compensation and classification of positions both internally and externally. The position also compiles salary information for salary surveys and consults with departments on salary planning, compensation practices, promotions, waivers, and issues related to pay application and policy adherence. The Classification and Compensation Analyst III often performs duties that have City-wide impact and involves working with a wide variety of individuals and groups with different needs/concerns. Examples of Duties * Participate in compensation surveys and analyze survey results to benchmark positions, identify market trends and make sound compensation decisions. * Counsel and advise managers, supervisors and employees for competitive hiring and to ensure adherence to Classification and Compensation policies, procedures, and practices. * Utilize market data and internal comparables to assist in the revision, development, and maintenance of municipal salary structures and ranges. * Establish and maintain relationships with internal and external key stakeholders that include, but are not limited to: Human Resource leaders and individual contributors, departments and divisions, and industry contacts. * Evaluate existing programs, procedures, policies, and systems to support continuous improvement initiatives and develop new and innovative solutions to identified problems. * Support management and administrative staff who formulate and effectuate management policies during collective bargaining. * Conduct job evaluations and analyses to determine appropriate job and pay levels and FLSA exemption classifications. * Assist in the development of moderate to complex compensation reports, metrics and tools. * Develop and manage project, communication, and training plans to support the creation and implementation of compensation programs and processes. * Assist in the administration of merit planning activities throughout the fiscal year. * Interface with other Human Resources functions (i.e. HRIS, Recruitment, Employee Services) to ensure accurate compensation data is entered and updated in HRIS. * Develop and revise job descriptions, job titles, and job codes. * Perform other duties as assigned. Minimum Qualifications What you need to bring: * Bachelor's degree in Business, Human Resources, or related field. * Minimum three (3) years' experience in Compensation required. We prefer you also bring: * Advanced knowledge of compensation analysis and job evaluation * Strong Excel Experience * Strong strategic, analytic, problem-solving and organizational skills * Experience managing medium to large compensation projects * Certified Compensation Professional (CCP) designation Licenses and Certifications * May be required to periodically participate in continuing education opportunities in related professional development categories.
