The Office of the Chief Financial Officer is seeking to fill a Financial Analyst III position. The Financial Analyst III is an experienced level financial analyst professional located within the Office of Departmental Financial Services (ODFS). This position requires minimal direction and supervision. The Financial Analyst III conducts complex analyses and provides recommendations concerning the City of Detroit financial and operational results.

Examples of Duties

The Financial Analyst III performs a full range of functions including but not limited to:

  • Monitors and assesses the Business Intelligence Reporting needs of entities within the Office of the Chief Financial Officer especially the Office of Budget and the Office of Departmental Financial Services;

  • Identifies operational issues associated with the transition to the ERP Cloud as well as ongoing operational issues; Based on the identification of these issues identifies training and development needs in conjunction with the Chief Learning Officer;

  • In conjunction with the Office of Budget and the Office of Departmental Financial Services assists with the strategic financial modeling, annual target setting, and annual budget planning processes to assess financial implications;

  • Based on knowledge of the ERP Cloud Applications recommends, develops, implements, and monitors financial and operational policies, guidelines, processes, procedures, and internal controls and performance measures;

  • Conducts financial studies, research, analysis, and modeling to assess financial implications and support complex business decisions;

  • Performs cost-benefit analyses to compare operating programs, review financial requests, or explore alternative financing methods;

  • Drives functional enhancements of the ERP Cloud applications and modules.

Minimum Qualifications

Education

Bachelor's degree from an accredited college or university, with major course of work in accounting, business, public administration, or a closely related field. Such education must include at least twenty-four (24) semester (36 terms) credits of coursework in accounting, finance, or economics.

Experience

Three (3) years of professional experience providing a systematic review, analysis, interpretation, and evaluation of budgets and financial data is required. Experience with ERP Cloud applications is desirable. Financial Analyst III must demonstrate proficiency with integrated word processing and spreadsheet functions.

License / Certificates

There may be a requirement for some positions to have or be working on achieving Certified Financial Planning and Analysis (CFPA) certificate sponsored by Association of Finance Professionals.

The Financial Analyst II is an intermediate level financial analyst professional that receives close direction from higher level Financial Analysts and supervision from a Supervisor or Manager. The Financial Analyst II conducts simple to semi-complex analyses and provides recommendations based on the results of the analysis conducted. The analyses may include general and routine financial and operational issues and problems. The services provided include, but are not limited to: examination and review of studies performed by lower level Financial Analysts. The Financial Analyst participates in preparing detailed reports to show sources of information and explain the basis for conclusions; making recommendations on the basis of the analysis and evaluation; creating and tracking budget to actual across multiple years; and execute with supervision or as a part of a team a month-end close process that includes variance analysis and forecasting. Examples of Duties The Financial Analyst II performs a full range of financial analysis functions including but not limited to: * As a part of a team or under supervision prepares strategic financial modeling, annual target setting, and annual business planning process for City Agencies; * Recommends, develops, implements, and monitors simple to semi-complex financial and operational policies, guidelines, processes, procedures, internal controls, and performance measures; * Assists higher level Financial Analysts with the development of multi-year operating and capital plans, reserve forecasts, and long range financial strategies; * Develops, implements, monitors, and ensures compliance of financial and operational performance measures based on guidance and instructions provided by the supervisor; * Evaluates monthly financial and operational performance against plan, prior year, and forecast; * Draws charts and graphs, using computer spreadsheets, to illustrate technical report; and * Compiles and analyzes accounting records and other data to determine the financial resources required to implement a program. Minimum Qualifications Education Bachelor's degree from an accredited college or university, with major course of work in accounting, business, public administration, or a closely related field. Such education must include at least twenty-four (24) semester (36 terms) credits of coursework in accounting, finance, or economics. Applicants with a master's degree, such as Master in Business Administration, Master in Finance, Masters in Economics, and other appropriate and related courses of study meet the minimum experience required for Financial Analyst II. Experience Two (2) years of professional experience providing a systematic review, analysis, interpretation, and evaluation of budgets, loans or other financial data is required. Financial Analyst II must demonstrate proficiency with integrated word processing and spreadsheet functions. License / Certificates Possession of a Certified Financial Planning and Analysis (CFPA) certificate sponsored by Association of Finance Professionals may be substituted for one year of Financial Analyst II experience.
