Nature of Work

This is advanced. responsible, financial analysis work. Employees in this classification are assigned specific responsibility for one or more departmental functions.

Work involves financial analysis, reporting and problem solving. General supervision is received from an administrative superior who reviews work for conformity with established financial, administrative, and departmental policies and attainment of desired objectives. through conferences and review of reports.

Illustrative Examples of Essential Duties

Essential Duties

  • Grants
  • Serves as Grants accounting personnel for all City Miami Beach proposals, applications and compliance, which may include internal grant auditing in coordination with the City's Internal Audit and Finance Departments

  • Performing grants compliance, accounting and reporting over Federal, State and local grants

  • Maintains a comprehensive computer database on City grants to include basic submittal and contract information, provides summary information to other City staff relating to City grants

  • Participates in meetings to discuss projects, perform needs assessments and ensure coordination and communication between all parties regarding grant related issues

  • Verifies grant documents to assure completeness, including grants and contract related clauses, certification, and conditions

  • Assists City staff and consultants with questions regarding grant contracts, agreements, guidelines, procedure, laws and regulation as they pertain to grants

  • Participates in ongoing projects such as centralization of grant programs and search for new software

  • Plans and coordinates annual audits

Accounting

  • Preparing balance sheet including bank reconciliations and reviewing banking transactions

  • Accounting and reporting for fixed assets

  • Prepare, review and post journal entries

  • General Ledger maintenance

  • Prepare or update manuals and SOPs

  • Update Roll forward Schedules

  • Grants / Fixed Asset.
  • Participate inSingle Audit Report with the External Auditors

  • Post award meetings with procurement, grants and the department receiving the grant

  • Budget Transfers, budget amendments, budget loads

Reporting

  • Assist in the preparation of the Comprehensive Annual Financial Report

  • Prepare reports and gather statistical data for residents, other governments, debt issuance, and other city departments.

  • Participate is gathering information for internal and external audits

Minimum Requirements

  • Graduation from an accredited college or university with a Bachelor's degree in Public/Business Administration. Finance, Accounting. or a related field

  • Four (4) years' experience monitoring and ensuring compliance with local, state. and federal government grants. balance sheet. including bank reconciliations. revenue receipting and cash management

  • Intermediate/expert Microsoft Excel skills

  • Intermediate bookkeeping or accounting knowledge

Physical Requirements:

  • Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact

  • Physical capability to effectively use and operate various items of office ,elated equipment. such as, but not limited to, word processor. calculator, copier, and fax machine

  • No significant standing, walking. moving. climbing, carrying, bending, or kneeling

  • Some crawling. reaching, handling, sitting. standing, pushing. and pulling

  • Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of all city ethics and conflicts of interest policies. Strong understanding of ethical behavior is required.

  • Ability to maintain regular and punctual attendance.

  • Performs related work as required

  • Reports to work as directed during an emergency as an essential employee of the City of Miami Beach

  • Ability to develop innovative and creative solutions to issues consistent with the City's strategic plan.
