GENERAL DESCRIPTION:
The Texas Division of Emergency Management (TDEM) is an emergency response entity, as this status can affect working hours, travel, and changes in duties as needed. The Financial Analyst I perform entry-level accounting work, prepare budget and financial reports. Works with TDEM staff and stakeholders in preparing financial statements, records, documents, and reports. This position will assist in FAMIS maintenance and setup of accounts, payroll accounting analysis codes, accounting, and departmental issues; analyzes data. May specialize in annual and quarterly reporting such as the Annual Financial Report, UBIT and Sources & Uses, and gift reporting. Works under general supervision with limited latitude for the use of initiative and independent judgement.
This position reports to the Manager, Financial Reporting.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
Prepare monthly AFR-to-USAS reconciliation, analyze variances and report findings to CFO and Finance staff.
Assist in preparation and analysis of Annual Financial Report (AFR), including SEFA, SPTR, APS011, and General Revenue Reconciliation.
Assist in preparation of annual reports for Unrelated Business Income Tax (UBIT) and Sources & Uses.
Assist in maintaining Service Center accounts and analyzes revenue and expense thresholds to determine appropriate service rates.
Manages Capital Project budgets and accounts and coordinates with A&M System Office.
Monitors state paid benefit appropriations to ensure funds are used within the fiscal year.
Prepare and analyze financial reports and presentations as needed for various agencies and A&M System members.
Maintains FAMIS accounts, state banks, payroll accounting analysis codes, and flag attributes to ensure financial transactions process correctly throughout the year.
Research agency budget and financial issues; analyze data and recommend appropriate corrective action.
Maintains Business Object templates and reports.
Ability to travel (10%) and may require overnight trips.
Performs related work as assigned.
Face-to-face and person-to-person interactions are required.
Maintains a regular course of attendance during authorized work schedule and work extended hours when needed.

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of TAMUS applications, such as FAMIS, Canopy, AggieBuy, TRECS, Business Objects, or Concur.
Strong verbal and written communication skills
Ability to be analytical, detail-oriented, and able to multi-task without sacrificing accuracy or timeliness.
Ability to communicate with tact and diplomacy and ability to establish and maintain positive, working/ professional relationships with internal/ external stakeholders.
Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness, or professionalism.
Proficient in operating personal computers (e.g. Microsoft Office Suite, e.g. Word, Excel, Access, PowerPoint) and creating complex spreadsheets, word processing and database software systems.
Ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance, and dissemination of information.
Ability to work extended or non-traditional hours such as special events, holiday, and weekend work as well as during emergencies and disasters.
Ability to communicate with tact and diplomacy.
REGISTRATION, CERTIFICATION OR LICENSURE:
Complete and obtain certification in IS-100, IS-200, IS-700, IS-800 FEMA courses within twelve (12) months of employment and any other training as determined including FEMA Professional Development Series.
