FINANCIAL ANALYST - Finance - Fleet

JOB SUMMARY:

Under direction and guidance of the Fleet & Materials Manager, provide support to Fleet and Finance staff. Administer the City's fuel system and support the fleet management system. Enter and process financial transactions including accounts payable, payroll and fleet work orders. Perform research tasks and prepare analyses and other reports. Perform other related work as required.

ESSENTIAL JOB FUNCTIONS:

With the direction and guidance from the Fleet & Materials Manager, configure and maintain the fuel distribution system. Monitor inventories and purchase fuel for the Service Center and remote locations. Other fuel responsibilities include but are not limited to:

  • Analyze fuel usage and costs for budget tracking and departmental reporting

  • Reconcile transactions between the fuel system and financial reporting system and research and resolve variances

  • File necessary regulatory reports with Texas Commission on Environmental Quality

Perform financial functions for the Fleet area including:

  • Enter and process accounts payable, payroll and fleet work orders

  • Monitor and report on departmental budget and assist the Fleet & Materials Manager with annual budget development

  • Analyze and report on key performance indicators for fleet technicians and vehicles

  • Prepare monthly management reports on Fleet activities

Responsible for various duties such as:

  • Assisting Finance with long-term projects and analyses relating to Fleet

  • Reading and interpreting difficult source documents and computer screens.

  • Communicating courteously and effectively with other city employees, officials, and the public

  • Coordinating effectively with coworkers and personnel from other departments

  • Effectively use personal computer with financial, word processing, e-mail, and other software

Answer telephones, sitting for extended periods of time, operating various office machines, and driving to multiple departmental locations

OTHER JOB FUNCTIONS:

May be required to carry, hold, lift, push and pull a minimum of 35 pounds of computer papers. Keep assigned areas clean; retrieve records and/or supplies from storage room.

REQUIRED EDUCATION, DEGREES, CERTIFICATES, AND/OR LICENSES:

Bachelor's degree required in public administration, finance, business, or a related field. Master's degree in same fields preferred. Valid Texas Class C Drivers License required. Must have Texas Class A & B Underground Storage Tank Facility Operator's Certificate or acquire certification within six months of employment.

EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS:

Minimum of one year of responsible government experience and/or finance experience preferred. Ability to analyze and interpret complex financial and statistical data as well as assembling and preparing the data for management reports. Strong interpersonal skills required, with ability to form and maintain effective working relationships with peers, public officials, and the public. Must also have knowledge and/or experience relating to: analytical and problem-solving skills, municipal operations and organizational structures, legal and political environments of local government, budgeting, and financial analysis. Knowledge of municipal fleet operations preferred. Skill required in use of computer and finance-related software.
