This position is located in the Department of Housing and Urban Development, Assistant Secretary for Public and Indian Housing.As a Financial Analyst, you will:
Perform financial analysis using knowledge of various controlling authorities (laws, regulations, OMB circulars, GAAP, GASB) to identify trends and issues, assess the effectiveness of program implementation, compliance with program requirements, the financial performance and condition of PHAs and public housing projects, identify program accomplishments, or conduct quality control effort.
Assess the potential impact of statutory or program changes, as well as projecting the impact on the Operating Subsidy and/or the financial condition of public housing projects or PHAs.
Develop reports using Excel, Micro Strategy, SharePoint, InfoPath, or other program software to implement either one-time activities, prepare standardized documents, manage ongoing processes to collect various data/forms, or monitor the Field Offices' completion of tasks.
Participate in teams established to address cross-cutting financial management issues, such as: cash management, insurance requirements, requirements related to pensions and OPEBs, updating protocols on the recapture of funds, establishing protocols relating to the liquidation of assets for PHAs exiting the public housing program, etc.
Conduct research, drafts white papers, reports, drafts presentations for executives, write instructions, guidance, Notices, or drafts regulations as needed.

Specialized Experience: For the GS-13 level, one year of experience at the GS-12 level, or equivalent that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
