Job Title: Financial Analyst

Job Location: Crystal City, VA

Security Clearance: Interim Secret

Overview / Job Responsibilities:

The candidate shall apply knowledge of financial management, accounting functions, processes, analytical methods, and techniques to gather, analyze, evaluate and present information required by the project managers and customers. They shall provide budget execution support off-site at the contractor facility.

The candidate shall perform the following budget execution and financial management analysis support:

Draw conclusions and devise solutions to problems relating to improvement of financial management effectiveness, work methods, financial systems and procedure efficiency.

  • Rely upon and uses of automated management information systems in performing fact finding, analytical, cost and advisory functions.

  • Research budget policy to ensure compliance with fiscal policy and regulation.

  • Advise IPT members on executable budget alternatives.

  • Utilize Comprehensive Cost and Requirement System (CCaRS) and other tools to perform budget and financial analysis including but not limited to:

Obligation Expenditure forecasting Monitoring Reporting

  • Maintain timely, accurate, and transparent funds management, funds status reporting, and funds control.

  • Track future and present appropriations.

  • Provide comparison of commitments, obligations, and expenditures to approve spend plan.

  • Provide financial execution analysis during PMRs, financial management reviews and data calls as required.

The contractor shall provide financial management support off-site at the contractor facility. This task may involve routine CONUS travel.

Minimum Qualifications:

It is required that the contractor possess the following qualifications:

  • B.A. or B.S. in a business or management discipline such as business administration, accounting, or finance.

  • Eight (8) years of financial management experience in a DoD acquisition program, preferably of which two (2) years must be as a N-ERP user with FM roles-the roles must be current within the past year--can be substituted for the degree requirements.

  • Two (2) years of budget analysis experience, with one (1) of those years in relevant MDAP experience or other industry equivalent.

  • Working knowledge of Microsoft Office products; primarily Excel, PowerPoint, and Project.

  • INTERIM SECRET Clearance.

In depth knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations.

Demonstrated experience in identifying and applying critical analysis to budgetary problems and developing alternative solutions.

Responsibilities Financial Analyst for DASN IWAR (Information Warfare and Enterprise Services) * Provide support in the preparation, review and analysis of program execution documentation for government approval.-Provide budget execution support in the preparation of various funding documents (e.g., WX/WR, MIPR, PR,FADS, etc.) as provided by the Government, using approved financial management systems (e.g., AUTODOC, PRISMS, SABRS, FASTDATA SARMIS, CFMS, ERP, SMARTS and PRBUILDER)-Interface and coordinate funding requirements and documents between funding recipients and ASN (RD&A) for government approval.-Draft supporting documentation for various financial reviews and analyze, prepare and distribute weekly reports that compare execution plans with actual expenditures.-Provide financial feedback to the Government execution manager on financial issues for approval.-Analyze obligations and expenditures to ensure financial benchmarks are met. If not, investigate the cause and recommend a course of action.-Prepare the appropriate documentation to ensure accuracy of expenditure data with financial systems.-Review and prepare variance and discrepancy reports.-Provide budget programmatic support in the development, review and analysis of the execution year and out year planning for acquisition programs. Qualifications Required: * Minimum 2-4 years of Navy business or finance experience supporting DoD programs and hands on experience with Navy ERP or Navy PPBE process * Experience in the following areas: Analyzing financial information in DoD program planning documents and processes; conducting financial analysis and financial risk analysis, identifying and evaluating financial risks; ability to forecast out five years and recommending management techniques to mitigate risk exposure * General knowledge of funding documents and automated data processing software programs and capabilities used to accomplish budget and funding tasks. * Must be proficient in Microsoft Word, Excel and PowerPoint * Bachelor's Degree in a business or management discipline such as business administration, accounting, or finance from an accredited university * Must have active DOD Secret Clearance Preferred: * Pentagon experience * Knowledge of ASN RD&A organization VT Group Arlington VA
