Job Summary:
Review and approve project budgets, expenditure corrections, and other project related transactions in the accounting system, complete complex financial analysis and ensure project financial set up is compliant with Federal and State requirements. Prepare, analyze and review project accounting data, including monitoring and tracking data from existing reports, creating ad hoc reporting and conducting financial analysis. Conduct root cause analysis of cost accounting/project accounting issues, facilitate coordination and communication with various ADOT groups, external customers and federal partners regarding project accounting issues. Assist Project Accounting staff by reviewing their work and providing feedback, assist with problem resolution and serve as a backup to the Project Accounting Manager when appropriate.
This position may be available for remote work within Arizona (Two (2) days per week in the office/hoteling).

Job Duties:
Support the Project Accounting Manager with the oversight of the daily operations, priorities, high profile projects routine tasks and providing support to junior staff with Pivot Tables and the review and analysis of financial data. Offer guidance, training, and technical assistance, while reviewing work to ensure accuracy. Develop and implement standard operating procedures and collaborate with management to document and refine these processes.
Review and approve budget and expenditure corrections documents in AZ360 and assist Project Accounting staff, work with BREAZ Team and GAO staff with AZ360 issues. Reviews, approves, and ensures appropriate creation of ADOT projects in Project Master, assists external and internal customers with Project Master requests.
Conduct regular and ad hoc financial analysis, analyze and recommend solutions for financial systems issues and other Project financial issues. Prepare, track and report on Key Performance Indicators and Performance Measures. Confer with the Project Accounting Manager and Program and Project Funding Leadership. Establish new performance measures, leading metrics, and goals based on previous findings or conclusions.
Encourage and facilitate effective communication in regards to Project Financial data with a wide variety of areas inside ADOT including, but limited to other Program and Project Funding staff and leadership, FMS leadership, Fiscal Operations teams, BREAZ, DIFOs, Project Managers, MPD staff, GAO staff and FHWA staff.
Oversee or prepare, the analysis and document compilation for audits. Serve as the primary contact for external partners and stakeholders regarding audits and responses. Identify and communicate potential risks and concerns to Leadership, including the implementation of required improvements.

Bachelor's degree from an accredited college in Accounting, Finance, Business Administration or closely related field that includes a significant amount of accounting coursework and three years of responsible full-time professional government accounting experience that includes a variety of accounting functions, involving computerized accounting systems; OR a combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed.

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
