The Georgia Technology Authority (GTA) is currently seeking a Financial Analyst 2- in the Office of Administrative Services Organization.

The Georgia Technology Authority (GTA) currently manages the delivery of IT infrastructure services to 89 Executive Branch agencies and managed network services to more than 1,200 state and local government entities. IT infrastructure services encompass mainframes, servers, service desk, end user computing, disaster recovery and security. Managed network services include the state's wide and local area networks, voice, cable and wiring, and conferencing services.

JOB SUMMARY:

The Financial Analyst 2 is responsible for performing financial and accounting duties to manage the relationship for IT sourcing contracts in the area of Forecasting and Consumption Management. Works on multiple projects as a project team member, sometimes as a project leader. May lead and direct the work of others. Works on complex projects of varying sizes that require experience and skills in Financial Analysis, Economics, and Accounting. Is familiar with a variety of concepts, practices and procedures.

RESPONSIBILITIES:

• Develops integrated revenue/expense analyses, projections, reports, and presentations.

• Meets with customers to assist in their budgeting process for GTA services

• Serves as a meeting proxy for the Director of Finance

• Creates and analyzes monthly, quarterly, and annual reports and ensures financial information has been recorded accurately.

• Identifies trends and developments in competitive environments and presents findings to senior management.

• Monitors chargeback cost recovery rates.

• Maintains database of financial information and data.

• Assists in the Budget and Reporting procedures.

• Validates that ARCs/RRCs for resource utilization are invoiced accurately by Service Provider in accordance with agreed-to pricing methodologies.

• Designs and deploy processes and procedures

• Educate stakeholders on new processes and process changes

• Manages customer disputes and questions regarding invoice items

• Provides oversight and guidance to Invoice Analyst or Financial Analyst 1 as required

• Performs all other duties as assigned.

AGENCY SPECIFIC QUALIFICATIONS:

Minimum Qualifications:

BA/BS in Business Administration, Accounting, Finance or related field or equivalent work experience and/or certifications with three (3) years of Financial Accounting and/or Financial Analysis experience. Experience with negotiation with third parties and excellent communication skills.

Preferred Qualifications:

(Preference will be given to candidates who, demonstrate some or all of the following skills/experience):

• MS in Business Administration, Accounting, Finance or related field

• Certified Public Accountant (CPA)

• Demonstrated experience with an organization with multiple units with remote locations

• Experience interacting with state and/or elected officials

• Experience working in an outsourcing environment

• Experience working in leading a team-oriented, collaborative environment

• Experience managing contracts in significant IT outsourcing relationships

• Experience working in a technology organization

• Experience in procurement or other sourcing experience

• People management skills

COMPENSATION/WORKER TYPE/ADDITIONAL DETAILS:

Hiring Salary: *$58,100-74,200.00

Worker Type: Hybrid

• Current Georgia state government employees will be subject to SPB rule provisions.
