ORGANIZATIONAL SUMMARY: The Office of Financial Aid is responsible for coordinating and administering all student financial assistance awarded to USF students, in compliance with Federal State and Institutional regulations and guidelines.

The office is the main point of contact for all financial aid program information for current and prospective students and parents. The office is responsible for: coordinating and managing the awarding and disbursement of over $450 million in financial aid funds on an annual basis; interpreting changes to federal, state and institutional regulations and translating the effect/impact to students and parents in a manner they can understand, particularly first generaion students; providing an array of financial aid support options for students and their families; and providing oversite to monitor the entire process to ensure institutional compliance with federal and state laws and regulations.

POSITION SUMMARY: Interprets changes to federal, state and institutional regulations in financial aid and translates the effect/impact to students and parents in a manner they can understand, particularly to first generation students.

Analyzes and authorizes changes to the need analysis calculation; exercises professional judgement to determine if an adjustment to data affecting aid eligibility is required. Demonstrates a detailed knowledge of all aspects of the financial aid process, financial literacy, eligibility issues and possible exceptions for extenuating circumstances. Anticipates and resolves problems which may delay the disbursement of financial aid funds.

Provides individualized counseling services in person and by phone to students, prospective students and parents. Presents financial aid workshops for students, staff, parents, and the community at large.

RESPONSIBILITIES:

Counsels current students, prospective students, and parents on the various options regarding educational financing, including budgeting and resource planning. Counseling occurs both in the lobby and in a private office by appointment.

Demonstrates a detailed knowledge of all aspects of the financial aid process, financial literacy, eligibility issues and possible exceptions for extenuating circumstances. Anticipates and resolves problems which may delay the disbursement of financial aid funds. Requires a clear understanding of federal, state and institutional polices and procedures to provide guidance or coordination of other services from other departments.

Analyzes and evaluates requests for professional judgement exceptions and adjustments to need analysis results and award packages. Verifies applicant data, independently reviews and calculates changes to need analysis data and determine changes in eligibility for need-based financial aid.

Exercises professional judgment in authorizing changes to student and parent need analysis data that will result in changes in aid eligibility. Make independent awarding decisions encompassing the synthesis of student and parent demographic and financial data, correlating that information with awarding policies and procedures.

Independently interprets and determines federal, state and institutional policies and regulations and applies that interpretation in the review of confidential information from applicant files, ensuring compliance in the adjustment of awards and loan records. Demonstrates knowledge and understanding of federal and state privacy regulations and its application in the review of student's files.

Provides leadership and manages lobby services to offer quality customer service. Ensures that lobby service areas are staffed adequately at all times.

This includes special extended hours during peak time, and normal extended hours to serve the needs of adult students. Supervises counter and lobby services and determines need for additional resources, training etc. Intervenes when necessary with unruly customers.

Counsels students and parents on the financial aid process and assists them in understanding and completing online applications and forms. Provides lobby counseling services at the counter and at lobby PC's. Assists customers in understanding the need for information requested from them.

Develops and presents outreach activities for the office, which includes, but is not limited to orientation presentations, presentations for admissions recruiting events, special topic presentations to area high schools, and special presentations to select, diverse on and off-campus groups. Includes presentation times that may require staying after normal business hours or weekends, as well as travel to and from off campus sites such as local schools.

Performs other duties as assigned.

POSITION QUALIFICATIONS:

MINIMUM: This position requires a Bachelor's degree in an appropriate field with a minimum of one year of experience in advising or related academic functions within higher education or equivalent combination of education and experience.

PREFERRED: Knowledge of federal Title IV state and institutional financial aid regulations, policies and procedures; knowledge of professional communication and writing; knowledge of USF admissions, housing, registration and fee payment policies and procedures. Knowledge of financial literacy and counseling techniques; knowledge of Banner/OASIS, Banner BDMS Imaging, Microsoft office products including Outlook, Word, Excel, Powerpoint.
