Duties Summary Conducts program studies, recommends improvements, and assists in implementing program improvements; interprets and recommends new or revised policies, procedures, standards and guidelines relative to the Employees' Retirement System (ERS); resolves difficult/sensitive claim cases; develops informational materials; participates in speaking engagements; and performs other duties as required. A position in this class serves as a staff specialist, conducting studies of operations, recommending program improvements and assisting the Assistant Retirement System Administrator in implementing such program improvements. The work also includes recommending new and revised policies, procedures, standards, rules, regulations and guidelines, and interpreting these; and resolving difficult/sensitive claim cases. Minimum Qualification Requirements To qualify, you must meet all of the following requirements: Basic Education: A bachelor's degree from an accredited four-year college or university. General Experience: One and one-half (1-1/2) years of progressively responsible professional work experience in the State of Hawaii Employees' Retirement System which provided knowledge of the policies, functions, objectives and operations of the System, e.g., retirement plans and options offered, conditions and requirements for retirement, services and retirement benefits available, claims examination, etc. Such professional work experience MUST have involved reading and interpreting laws, rules, regulations and other complex materials; evaluating and analyzing pertinent facts, information and issues to resolve problems; writing clear and concise reports and analyses; applying problem-solving methods and techniques; and recommending appropriate courses of action. Specialized Experience: One (1) year of progressively responsible professional experience in program evaluation and development activities involving the conduct of studies and analyses of programs, projects and services to assess effectiveness, adherence to program directives and achievement of goals and objectives, resource needs, cost and benefit factors, and other essential management concerns and to recommend alternative courses of action to resolve problems and increase the effectiveness of operations and related concerns. Some examples of qualifying work experience are as follows: 1. Managerial or supervisory work experience in directing operations, establishing operational policies and procedures, preparing budgets, measuring effectiveness of operations and making requirement improvements, and allocating resources, or 2. Work experience in staff positions which maintain rapport with management and offered management advice and guidance while performing the tasks in example number 1 above.
