$62,126.67 - $89,000 Annually $2,389.49 - $3,423.08 Bi-weekly

Position Summary

The position is responsible for supervising staff; managing and overseeing the development and monitoring of operating budgets; the purchasing of goods and services as it relates to Budget, and the preparation of budget amendments.

The Work You Will Do

  • Reviews and approves the (PARS) personnel action requests of the Agency to ensure positions are appropriately funded. Manages position control in coordination with human resources unit to ensure accurate FTE (full-time equivalent) positions are approved.

  • Oversees and manages the Agency spending plan, completes ongoing analysis of the agency Budget, and resolves problems in conjunction with the Office of Policy and Budget of the Governor's Office and other appropriate offices. Coordinates budget activity relating to statewide contracts and Agency grants, including establishing appropriate budget authority and monitoring compliance with appropriate fiscal procedures, and advising grant and contract managers of fiscal matters. Provides technical assistance to staff in headquarters, regions, and Developmental Disability Centers regarding fiscal issues and assists in interpreting rules, policies, and standards.

  • Develops and implements quality control programs to ensure accuracy and adequacy of financial system data to provide for efficient management and reporting of resource utilization at all input and output levels.

  • Develops output management reports for unit, regions, and state office levels to establish expenditure controls and provide for accurate assessment and management of client services budget categories related to expenditures and budgetary information.

  • Coordinates and guides all activities related to the budget entities and maintains working knowledge of all processes of the budget entities for the Agency.

  • Represents the Agency in department workgroups related to fiscal planning and fiscal policy development.

  • Coordinates the development and submission of Legislative Budget Requests for the agency.

  • Completes assignments and routine correspondence as required.

  • Performs other duties as assigned.

Minimum Qualifications

  • High School diploma or equivalent
  • 5 years state budget experience including experience with LAS/PBS and FLAIR
  • 3 years of supervisory experience (preferred)
  • Proficient in Microsoft Office 365 Suite

Knowledge, Skills, And Abilities

Knowledge of:

  • Management principles and practices.

  • Florida budgeting and accounting practices.

  • Various computer-based programs such as Microsoft Office products, LAS/PBS, and FLAIR.

Ability to:

  • Collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of management practices.

  • Organize data into logical format for presentation in reports, documents, and other written materials.

Direct Deposit Program

As a condition of employment, a person appointed to a position in the State Personnel System is required to participate in the Direct Deposit Program. Rather than receiving a paper paycheck, your funds will be deposited directly into your account at your financial institution. This will be accomplished by Electronic Funds Transfer. Banks, savings and loan associations, and credit unions are eligible to accept such deposits. Retirement funds are also required to be in the Direct Deposit Program.

Background Screening Requirement

It is the policy of the Florida Agency for Persons with Disabilities that applicants for employment undergo Level 2 employment screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer.
