This Financial Accounts Technician position is located in the VISN 12 Great Lakes Finance Service (GLFS) at the Hines VA Medical Center in Hines, IL. The incumbent serves in the Fiscal Service as the Financial Accounts Technician and Travel Assistant.


  • Reviews documents for validity of budget data, expenditure limitation, accounting data, and for proper authorization and compliance.

  • Certifies fund availability for commitments, and obligations.

  • Prepares correspondence concerning the status of outstanding obligations.

  • Receives, analyzes, and classifies all training/travel allotments and initiation documents.

  • Reviews computerized data output and verifies it with manual data.

  • Trains travel staff on the travel software utilized by the travel office.

  • Provides assistance to the budget team in researching and tracking questionable travel related funds.

  • Serves as the central point of contact for all employee travel.

  • Prepares travel authorities, travel vouchers and travel advances.

  • Informs employees of any changes to the policies and procedures regarding the travel program.

  • Serves as an alternate cashier performing the full scope of Teller duties.

Work Schedule: Full Time, Monday through Friday, 8:00am - 4:30pm

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of the announcement.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

GS-7 SPECIALIZED EXPERIENCE: Must have at least one year of specialized experience equivalent to the GS-6 grade level which provided the knowledge, skills, and abilities to successfully perform the duties of a Financial Accounts Technician. Specialized experience includes but is not limited to: Cashier experience and experience performing teller duties. Experience entering, modifying and correcting information in a computerized accounting system. Experience and knowledge of federal travel regulations. Experience completing various federal travel forms and reviewing travel claims and expenditure reports.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:
The work is primarily sedentary. The work is performed in an office setting. Incumbent must be computer literate to the extent that he/she can use the Fedtraveler Travel package, Microsoft Outlook/Word/Excel, and similar programs to function in the position.
