Job Description and Duties

Under the direction of the Bureau Chief (Financial Accountant IV), the Financial Accountant III provides oversight and subject matter expertise in managing staff responsible for the highly complex technical and professional financial accounting and reporting activities within the Policy Section. The Policy Section is responsible for analyzing new financial accounting and reporting requirements, pronouncements, and standards; determining the proper accounting treatment of financial reporting requirements; creating and providing guidelines to assist in implementing new and ongoing policies and procedures; and assuring the accuracy and integrity of statewide financial accounting records and financial statements published by SCO. The Policy Section is also responsible for responding to national financial accounting and reporting policy surveys, questions, and exposure drafts. The incumbent performs a full range of duties including, but not limited to, the duties and responsibilities outlined below.

Duties and Responsibilities:

  • Supervise, plan, and direct the work of staff responsible for analyzing, drafting work plans, and preparing implementation methodologies for new Governmental Accounting Standards Board (GASB) pronouncements that affect financial accounting and reporting requirements, budgetary/legal and generally accepted accounting principles (GAAP) basis financial statements, actuarial valuations, and other financial reports.

  • Participate in and direct the work of staff performing research on unique and/or complex financial analyses in the determination of appropriate accounting treatment for financial accounting and reporting pronouncements, requirements, and standards. Review completed staff work.

  • Collaborate with other Section managers and staff to support SCO's financial reporting mandates and ensure conformity to GAAP, government codes, or other legal authorities.

  • Prepare and review staff's analyses of legislative proposals, legal opinion requests, written comments, white papers, and implementation of new financial accounting and reporting standards affecting the State's financial records, financial statements, and annual reports.

  • Review and respond to highly complex, technical, and sensitive correspondence.

  • Provide financial accounting and fiscal policy expertise to the Department of FI$Cal in the development of a statewide financial accounting system. Interpret financial reporting processes, documents, and reports for department staff and consultants.

  • Prepare staffing assessments, workload statistics, and performance measures. Establish and implement the Division's strategic plans, succession plans, goals, and objectives.

Working Conditions

This position may be eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. Desirable Qualifications

  • Proficient in preparing legislative analyses, budget change proposals, white papers, and GASB implementation methodologies.

  • Excellent communication skills, dependability, and tact.

  • Ability to work collaboratively with others.

  • Demonstrate a high degree of initiative, independence of action, and originality.

  • Ability to work under pressure, multi-task, and lead others effectively.

  • Degree in Accountancy or Business Administration.

  • Certified Public Accountant.
