Basic Function

The current vacancy is in the Finance Department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

Responsible for overseeing the revenue and grants teams responsible for working across the county maximize revenue generation and the county's pursuit of grant funding.; complex or specialized county-wide accounting or financial management functions, providing strategic leadership for payroll; planning and implementation of county-wide business process improvements and related business application technology; and perform related duties as assigned.

Revenue and Grants

The Revenue and Grants manager oversees the revenue and grants team and works across the county to maximize revenue generation and support the county's pursuits of grant funding aligned with our vision, mission, and values.

This position is identified under the designation of 'flex work eligible', meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county's flexible workplace policy. Examples of Work Performed

  • Promote a diverse, culturally competent, and respectful workplace.

  • Research processes for the best business practices and the setting of performance benchmarks, recommend and implement business process changes and performance measurements, and report back on measurements against benchmarks.

  • Provide lead role in one or more of the following areas: Lead the county-wide central payroll functions; Lead the revenue and grants team functions.

  • Prepare financial statements, schedules, spreadsheets, analyses, reports, notes, and correspondence.

  • Lead or participate in business process improvement initiatives within the department and outside the department.

  • Give direction and guidance to county departments as well as technical and support staff.

  • Establish and implement countywide grant and revenue policies and procedures, supporting preparedness for audits and building relationships with service team experts.

  • Develop and prepare grants and revenue reports, schedules, spreadsheets, analyses, notes and correspondence. Develop and prepare reports to Director of Finance, deputy county managers, department directors, and other partners in the county.

  • Recommend or implement grants and revenue generation process improvements, including identifying problems and areas for improvement of efficiency associated with grant applications, grant acceptance, grant monitoring, revenue generation, and budget to actuals analysis.

  • Develop short- and long-range plans for revenue and grants training, work projects and related issues.

  • Support countywide planning to align needs and strategic priorities with grant and revenue funding opportunities to generate additional revenue for the county.

  • Work closely with budget analysts, controllers, the Finance Division Director for Accounting and Payroll, and other leaders in the county to collaborate on revenue generation and an increase in grant awards for the county.

  • Assess, implement, and manage a countywide grant system.

  • Support organizational grants compliance and reporting in accordance with federal, state, and other laws and regulations.

  • Keep informed of changes in federal and state laws related to intergovernmental grants management and compliance and support sound decision making.

  • Evaluate and recommend grants management strategies to provide grants administration information and advice to county officials.

  • Develop and implement audits of grants processes and information to ensure regulatory compliance countywide.

  • Support non-tax levy revenue generation countywide with a focus on high priority revenue areas for the county.

  • Develop revenue budget monitoring practices and provide revenue specific budget-to actual and recommendations to the Deputy Director, Finance Director, Exec Team, and county Board.

Minimum Qualifications

Education: Bachelor's degree in business administration, finance, accounting or a closely related field.

Experience: Three years of professional level experience in finance, analysis, budget, and/or grants management experience. Two or more years of supervisory experience preferred.

Substitution: Master's degree may substitute for two years of the professional level experience. An additional four years of professional level experience may substitute for bachelor's degree requirement.

Certifications/Licensure: None.

Preferred: Public sector financial management experience.

The examination for Finance Manager

  • Revenue and Grants will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions - do not mark "see resume" or "see work history" as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Finance Manager

  • Revenue and Grants This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 45 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.

Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
